LETTER: Andrew J. <br />Tennis and <br />Davis dated <br />DATE: July 20, 1994 <br />DESCRIPTION AND CONDITIONS <br />Mustapick, Timber Ridge <br />Fitness Ranch, to Jim <br />June 27, 1994 <br />FILE: 5STSW.AON <br />Andy Mustapick, developer of Timber Ridge, owns land east of the <br />proposed South County Middle School north of the existing 30' wide <br />5th Street SW right-of-way. To access his land for development, <br />Mr. Mustapick requests that the County permit him to purchase 50' <br />of additional road right-of-way along 5th Street SW from Edmund <br />Ansin on the County's behalf. He would donate 30' of the 50' <br />additional right-of-way to the County to meet the County's local <br />road standard (60' wide right-of-way), and he requests that the <br />County reimburse him for the additional 20' of right-of-way to meet <br />the County Thoroughfare Plan's Secondary Collector Road right-of- <br />way width of 801. Once the right-of-way is acquired, Timber Ridge <br />will pave 5th Street SW to the project entrance and apply for <br />Traffic Impact Fee Credits as compensation for constructing the <br />road. The right-of-way cost is approximately. 0.4 acres <br />$20,000/acre = $8000. Road paving cost is approximately $45,000. <br />ALTERAINTIVES A.*JD ANALYSIS <br />The alternatives are as follows: <br />Alternative No. 1 <br />Approve the request. Accept the additional 50' of right- <br />of-way from Timber Ridge and issue Traffic Impact Fee <br />credits for both the value of the 20' additional right- <br />of-way for collector road needs (approx. $8000) and the <br />cost for paving approximately 900' of 5th Street SW <br />(approximately $45,000). Compensation shall be by <br />Traffic Impact Fee credits. <br />Alternative No. 2 <br />Secure right-of-way and pave the road by Special <br />Assessment Paving whereby the County. would purchase <br />additional right-of-way (50' x 900' = 1.03 acre) at a <br />cost of $20,661 and pave the road at a cost of $45,000. <br />Total project cost would be $65,661. Since 5th Street SW <br />is a collector road, the County Special Assessment Fund <br />would pay 50% of the cost or approximately $32,831 and <br />benefitted owners, particularly Mr. Ansin, Indian River <br />County, and Timber Ridge would be assessed the remaining <br />50%. <br />Alternative No. 3 <br />Deny the Request. <br />55 <br />July 26, 1994 <br />Boos �0 <br />
