The PUB designation permits various <br />public facilities and services. <br />Environment <br />With the exception of two small isolated vegetative areas, the <br />subject property is developed as a citrus .grove. Portions of the <br />site lie within Flood Zone "A" as shown on the Federal Emergency <br />Management Agency's Flood Insurance Rate Map. Located within a <br />100 -year floodplain, Flood Zone "A" is a special flood hazard area <br />for which no base flood elevation has been determined. <br />Utilities and Services <br />Located within the Urban Service Area of the.county, potable water <br />is available to the site from the South County Reverse Osmosis <br />Plant, while wastewater is available from the West County <br />Wastewater Treatment Plant. <br />Transportation System <br />Oslo Road (9th Street, S.W.) and 13th Street, S.W. provide access <br />to the subject property. Oslo Road is a two-lane paved road with <br />60 feet of existing public road right-of-way and is classified as <br />an urban principal arterial on the future roadway thoroughfare plan <br />map. This segment of Oslo Road is programmed for expansion to 80 <br />feet of public road right-of-way by 2010. <br />The portion of 13th Street, S.W. that abuts the subject property is <br />a two-lane unpaved road with 30 feet of existing public road right- <br />of-way and is classified as a collector on the future roadway <br />thoroughfare plan map. This segment of 13th Street, S.W. is <br />programmed for expansion to 60 feet of public road right-of-way by <br />2010. <br />ANALYSIS <br />In this section, an analysis_ of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of: _ <br />• concurrency of public facilities; <br />• compatibility with the surrounding area; <br />• consistency with the comprehensive plan; and <br />• potential impact on environmental quality. <br />Concurrency of Public Facilities <br />This site is located within the county Urban Service Area, an area <br />deemed suited for urban scale development. The Comprehensive Plan <br />establishes standards for: -Transportation,. Potable Water, <br />Wastewater, Solid Waste, Drainage and Recreation (Future Land Use <br />Policy 3.1). The adequate provision of these services is necessary <br />to ensure the continued quality of life enjoyed by the community. <br />The Comprehensive Plan and Land Development Regulations (LDRs) also <br />require that new development be reviewed to ensure that the minimum <br />acceptable standards for these services and facilities are <br />maintained. <br />35 <br />September 6, 1994 <br />BOOK 93 FADE <br />
