State HRS <br />licensing standards will dictate the required amount of square <br />footage necessary to accommodate the licensed capacity of the <br />facility. Under the proposed site plan, however, the <br />facility may not serve more than 15 children. <br />6. Pursuant to the specific land use <br />criteria of section 971.28 for child care facilities, the on- <br />site traffic circulation pattern shall be designed to <br />accommodate pick-up and drop-off of children, and shall be <br />designed so that patrons need not perform backing maneuvers to <br />exit or enter the site. As required through the site plan <br />review and approval process, the applicant has revised the <br />site plan to provide for pick-up and drop-off maneuvers. The <br />County Traffic Engineer has reviewed and approved the revised <br />site .plan, and has no objection to special exception use <br />approval. <br />9. <br />Off -Street Parking: Required: 5 spaces <br />-Proposed: 5 spaces <br />•Stormwater Management: The stormwater management plan has <br />been ,gproved by: thea=: Fiti,3G 3ldrke =Department . _ <br />Utilities. County potable water services are not <br />available to the site at this time, and Utility Services and <br />Environmental Health (HRS) have no objection to the use of an <br />on-site well. To ensure future connection to potable water <br />service, the applicant has executed a developer's agreement <br />with the County Utility Services Department. <br />12. <br />Indian River County Health & Rehabilitative Services (HRS): <br />The Environmental Health Services Unit has conducted a review <br />of the proposed child care facility, and has no objection to <br />special exception use approval. <br />13. State Health and Rehabilitative Services (HRS): State <br />licensing standards regulate the number of children and <br />employees for the proposed child care facility. To ensure <br />that the licensed capacity of the facility is consistent with <br />the special exception use request for a'.15 -child facility, the <br />applicant, prior to Issuance of a Certificate of Occupancy <br />(C.O.) for the facility, shall provide staff with proof.that <br />the appropriate State HRS license has been applied for, and <br />that the license applied for is compatible with the site plan <br />,proposal._. _ <br />September 20, 1994 20 <br />
