BOOK 93 PAGE -337 <br />b. includes a schedule for removing exotic or intrusive plants <br />that would displace the scrub habitat, and <br />C. provides for management of listed species consistent with <br />applicable local, state and federal laws, and <br />d. prohibits and prevents domestic pets from freely roaming <br />within the preserve, and <br />e. prohibits construction activities and prelcribed burns that <br />would interfere with active Florida scrub jay nests during the <br />Florida scrub jay nesting season (March 1 through June 30), <br />and <br />f. includes the responsible entity for implementing the habitat <br />management plan and includes a legally binding instrument to <br />provide assurances of financial and institutional ability to <br />carry out the management plan, and <br />g. provides for monitoring to evaluate the effectiveness of the <br />management plan and make revisions as necessary. <br />° The U.S. Fish and Wildlife Service and the Florida Game and Fresh <br />Water Fish Commission will be requested to help develop and <br />approve the habitat management plan. <br />REPORT ON RAFT REMOVAL <br />County Administrator Chandler gave a report to the Board on <br />the removal of the rafts by DOT. <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: DougWri h4 Direct <br />g or <br />Emergency Services <br />DATE: September 20, 1994 <br />SUBJECT: Update on Refugee Rafts on Indian River Beaches <br />The Florida Department of Transportation removed twenty-five (25) of <br />the refugee rafts off county beaches since the Commission meeting <br />last Tuesday, September 13, 1994. <br />There are fifteen (15) rafts left on the beaches as of Monday, <br />September 19, 1994, some of which are substantial in size. The DOT <br />advises they will continue to remove as many of the remaining rafts <br />as possible working through Wednesday of this week. <br />DOT related to staff that the larger rafts not removed as- of <br />Wednesday, will be removed by a contractor towing them through the <br />Ft. Pierce Inlet and lifting them from the water onto a flatbed truck <br />for disposal. <br />September 20, 1994 46 <br />
