LAKEWOOD VILLAGE MOBILE HOME PARK <br />The Board reviewed the following memo dated 9/23/94: <br />DATE: September 23, 1994 <br />TO: JAMES E. ASHER <br />AND STAFFED ASSISTANT DIR OR OF UTILITY SERVICES <br />BY: <br />SUBJECT: LAKEWOOD VILLAGE MOBILE HOME PARR (LVMHP) <br />BACKGROUND <br />On September 26, 19890, the Indian River County Board of County <br />Commissioners approved an agreement between Indian River County and <br />Lakewood Village Mobile Home Park (LVMHP) setting forth the <br />conditions for connection to the County regional wastewater system <br />and for payment of impact fees. (See attached copy of agreement) <br />On April 9, 1991, LVMHP executed an agreement for the financing of <br />178 sewer ERUs in the park, leaving a balance of 111 units payable <br />under the agreement as follows: <br />1. Payable "At the time of resale of existing units within <br />LVMHP." <br />2. Payable "At five (5) years from the date of this <br />agreement LVMHP shall pay to the County the, then - <br />current, impact fees for sewer for all units within the <br />Park for such impact fees that have not yet been paid. <br />ANALYSIS <br />The five (5) year anniversary for payment of the balance of .110 <br />ERUs, at $2,551.00 each, is due September 26, 1994. LVMHP was <br />given notice by letter, dated August 26, 1994. (See copy of letter <br />attached) <br />LVMHP has requested by letter (See attached copy) to finance the <br />impact fees under the County ten (10) year financing plan, and to <br />delay the effective date to January 1, 1995, to enable the park to <br />provide a ninety (90) day notice to its tenants, as required by the <br />Department of Business Regulation. <br />The Department recommends the approval of this request to delay the <br />financing until January, 1995, but with accrued interest to be <br />charged at the financing rate of eight percent (8t), beginning on <br />the due date of September 26, 1994. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the request to delay the <br />financing of the impact fees due until January 1, 1995, with <br />accrued interest at the rate of eight percent (8%) to be charged <br />beginning on the due date of September 26, 1994, until the date of <br />execution of the financing agreement. <br />33 <br />October 11, 1994 <br />BOOK. 9"3 PA E <br />
