For quarter 1, all employees of the County Emergency Management Agency, and any employee <br />identified in subparagraph 3 above, shall upload into the Division's SERT TRAC the course <br />completion certificates for any FEMA course ("G", "IS", or other FEMA course) and any Division <br />course ("FL" or other Division course) that pertains to the following areas: <br />o Preparedness; <br />o Response; <br />o Recovery; <br />o Mitigation; and, <br />o Finance (to include procurement). <br />For Task 1, the person who executes the certification must possess the legal authority to bind the <br />Recipient. <br />Task Two - 24-7 Emergency Operations Response Capabilities <br />Throughout the period of this Agreement, the Recipient shall maintain the capability to respond to all <br />hazards, 24 hours a day, 7 days a week. <br />Task Two Deliverables: <br />In order to demonstrate successful completion of Task 2, the Recipient shall submit to the Division the <br />following: <br />For quarters 1, 2, 3, and 4, proof that, at least 10 times each quarter, the Recipient has <br />successfully participated in the Divisions weekly communication tests (the Division's grant <br />manager will verify this Deliverable by coordinating with the State Watch Office; consequently, the <br />Recipient is not required to submit communication reports unless a justification is needed for <br />failure to meet the 10 required communications); <br />For quarters 1, 2, 3, and 4, proof that the Recipient satisfied the Information Management <br />requirements contained in Attachment E; <br />For quarter 4, proof that the Recipient satisfied the Hurricane Shelter Retrofit requirements <br />contained in Attachment F. <br />Task Three - Local Budaet Match <br />Throughout the period of this Agreement, and as required by Rule 2713-19.011(1), Florida Administrative i <br />Code, the Recipient shall match base grant funds "at the amount either equal to the average of the <br />previous three years' level of county general revenue funding of the County Emergency Management <br />Agency or the level of funding for the County Emergency Management Agency for the last fiscal year, <br />whichever is lower." <br />NOTE: Rule 27P-19.011(1), Florida Administrative Code, states: "County general revenue funding for <br />911 services, emergency medical services, law enforcement, criminal justice, public works or other <br />services outside the emergency management responsibilities assigned to the County Emergency <br />Management Agency by Section 252.38, F.S., shall not be included in determining the level of county <br />funding of the County Emergency Management Agency." <br />36 <br />
