MCCAIN <br />,AND STAFFED CAAPI T ,CTS ENGINEER <br />-BY: DEP FUTILITY SERVICES <br />SUBJECT: CR 510/US 1 NORTH WATER MAIN PROJECT <br />CHANGE ORDER NO. 2 <br />INDIAN RIVER COUNTY PROJECT NO. UW -93 -30 -DS <br />BACKGROUND <br />On July 5, 1994, the Indian River County Board of County <br />Commissioners approved a contract with Speegle Construction, Inc., <br />for the construction of the above -referenced project. As a result <br />of upcoming commercial development on.CR 510 east of US 1 and the <br />need for future water service to Marsh Island and the Environmental <br />Learning Center, the Utilities Department now would like to. <br />construct its Master -planned water service to this area. Due to the <br />low unit costs in this existing.contract, we feel that a change <br />order to this contract is the most expeditious and cost-effective <br />method -to accomplish the proposed construction. We are presenting, <br />for the Boards approval, an addendum to the existing work <br />authorization with Masteller and Moler, Inc., for design and Change <br />Order No. 2 with Speegle for construction of the afore -mentioned <br />line. <br />ANALYSIS <br />The original contract price with Speegle (including Change Order No. <br />1) was $1,111,458.75. The cost of the change order is $121,473.68 <br />(see attached Change Order No. 2). Also, please find attached <br />Addendum No. 1 in the amount of $14,575.00 with the consulting <br />engineer on this project. Approval of this addendum will bring the <br />total engineering services to $134,475.00, or approximately 10±%. of <br />the construction cost, which is well within acceptable limits for a <br />project of this nature and magnitude. <br />The staff of the Department of Utility Services recommends approval. <br />of Change Order No. 2 with Speegle Construction, Inc., and Addendum - <br />No. 1 with Masteller and Moler, Inc., as presented. <br />89 BOOK. t) ph" 515 <br />October 25, 1994 <br />
