D@Blois, AICD <br />Chief, Environmental Planning <br />DATE: November 16, 1994 <br />RE: Request for County Acceptance of Donation of <br />Lot 2, Block 565, Sebastian Highlands Unit 17, <br />for Scrub Habitat Conservation Purposes <br />It is requested that the data herein presented be given formal consideration by <br />the Board of County Commissioners at its regular meeting of November 22, 1994. <br />DESCRIPTION AND Oml®ITIONS <br />On September 27, 1994, staff received a letter from realtor John Ring, requesting <br />that the County accept title to an undeveloped single-family lot in Sebastian <br />Highlands for scrub conservation purposes (see attached). Donation of the lot, <br />now owned by Atlantic Gulf Communities (AGC), is proposed as mitigation to <br />satisfy U.S. Fish and Wildlife Service (FWS) requirements regarding AGC <br />construction on another scrub property in the subdivision. <br />The lot proposed for donation, Lot 2, Block 565, Sebastian Highlands Unit 17, is <br />one of +180 Sebastian Highlands lots identified for county acquisition in <br />conjunction with a county -wide scrub jay habitat conservation plan (HCP). The <br />subject Lot 2 abuts approximately 15 acres of scrub habitat on School Board <br />property (Pelican Island Elementary School). <br />The subject Lot -2 is presently suitable habitat for scrub jays, and in fact is <br />part of occupied scrub jay territory. Maintaining the lot suitable as scrub <br />habitat is a low maintenance activity, with future maintenance consisting of <br />periodic (annual or less frequent) mechanical clearing, to "open up" scrub <br />vegetation to provide optimum habitat for scrub jays. Anticipating that other <br />adjacent lots will be acquired in conjunction with the HCP, Lot 2 will eventually <br />be managed as part of a bigger area of scrub, in coordination with the Fish and <br />Wildlife Service and the Division of Forestry. <br />REOO�IIO MATION <br />Staff recommends that the Board of County Commissioners accept donation and title <br />of Lot 2, Block 565, Sebastian Highlands Subdivision Unit 17, for purposes of <br />scrub habitat conservation, subject to county attorney staff approval of title <br />documents for legal sufficiency. <br />NOVE MER 22, 1994 6 <br />
