Board of County Commissioners <br />Meeting Minutes - Final January 8, 2019 <br />Attachments: Sheriff Dervl Loar Letter Dated December 10, 2018 <br />Indian River County Sheriff Deryl Loar appeared before the Board to request the <br />Executive Session. <br />A motion was made by Commissioner O'Bryan, seconded by Commissioner Flescher, <br />to approve the Sheriffs request to schedule an executive session to discuss the <br />resolution of the impasse related to the Indian River County Sheriffs Office and the <br />International Union of Police Associations. The motion carried by the following <br />vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br />O'Bryan, and Commissioner Zorc <br />10. PUBLIC ITEMS <br />A. PUBLIC HEARINGS <br />PROOF OF PUBLICATION FOR THIS HEARING IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD. <br />10.A.1. 18-2642 Biosolids Moratorium Extension Ordinance (Legislative) <br />Recommended Action: The County Attorney's Office recommends that after the public hearing the <br />Board vote to approve the draft ordinance. <br />Attachments: Staff Report <br />Draft Biosolids Moratorium Ordinance <br />County Attorney Dylan Reingold provided a recap of the milestones leading up <br />to the proposed Ordinance which extends the Class B biosolids moratorium for <br />an additional 180 days. He thanked the Pressley and Corrigan families for <br />their support in voluntarily ceasing to accept biosolids on their land. <br />The Chairman opened the Public Hearing. <br />The following people spoke in support of the moratorium: <br />Arlen Tompkins, 1022 Near Ocean Drive <br />Paul Fafeita, President, Coastal Conservation Association, Treasure Coast <br />Chapter <br />John A. Norris, 566 Cross Creek Circle <br />Deborah Johnson, 139 Bristol Street <br />Tim Glover, President, Friends of St. Sebastian River <br />The Board provided clarification to the speakers' comments regarding the <br />Indian River County Florida Page 7 <br />
