M <br />Department of Utility Services has developed a phased plan to meet <br />the Comprehensive Plan requirements. Phase I was completed in <br />January 1993, Phase II in December 1993, and Phase III in July 1994. <br />On November 9, 1993, the Board of County Commissioners approved <br />proceeding with proposed Phases IV, V, and VI (see attached agenda <br />item and minutes). on September 28, 1993, the Board of County <br />Commissioners approved continuing service agreements for design, <br />construction, and inspection services for water projects with: <br />If. F. Lenz Company <br />Masteller and-Moler, Inc. <br />Carter Associates, Inc. <br />Carter Associates, Inc., was selected for these services on Phase <br />VI. We are now ready to begin the assessment process associated <br />with this project (see attached minutes and agenda item). <br />ANALYSIS <br />Attached are Resolutions I and II for the assessment project. The total estimated project cost is $2,903,410.11, less <br />a nonassessed transmission main cost of $387,664.26. The total <br />estimated cost to be assessed is $2,515,745.85. The total <br />estimated cost per square foot is $0.159061. This project is to <br />be paid through the assessment of property owners along the <br />proposed water line route. In the interim, financing will be <br />through the use of impact fee funds. <br />Ninety-six and one-half percent (96.50) of the properties are <br />substandard or "undersized" according to Indian River County's <br />Comprehensive Plan and the County Public Health Unit, Division of <br />Environmental Health, which require that new lots utilizing well <br />and septic systems be a minimum of one-half acre. If served by a <br />public water system, the lot may be reduced to one-quarter acre <br />in size. Lots not meeting these minimum standards are called <br />"undersized lots." <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that <br />the Board of County Commissioners approve the attached <br />Resolutions I and II and set the public hearing date. <br />JANUARY 24, 1995 55 Bou <br />
