The cost of service approach is endorsed by the American Waterworks Association, the American <br />Public Works Association, the American Society of Civil Engineers, and the Water Pollution Control Federation. <br />Pursuant to Resolution Nos. 91-31 and 91-145, the County has established water and sewer charges for <br />Fiscal Years 1991, 1992 and 1993. The uniform water and sewer rates for Fiscal Years 1991, 1992, and 1993 are <br />set forth below - <br />in addition to the charges shown above, users of the North Beach Water System arc subject to a $13 per ERU <br />per month surcharge ("North Beach Water Surcharge"). This surcharge generated approximately $291,867 in <br />revenues in the County's Fiscal Year ended September 30, 1990. <br />When the Regional Sludge Facility ((he "1991 Project") is placed into service on May 1, 1993, additional <br />revenues will be received from generators of septage wastes and owners of grease traps. For Fiscal Years 1992 <br />and 1993 the County will charge tipping fees of $105 per truck of septage waste delivered to the System <br />(assuming septage haulers carry full truck loads). The County estimates that tipping fees will generate a total <br />of $144,999 during the first full year of the operation of the 1991 Project. <br />The following table presents a comparison of water and wastewater bills of hypothetical single-family <br />residential customers using 10,000 gallons of water per month with 5/8 -inch meter for various governmental <br />entities, including the County.
