Board of County Commissioners <br />Meeting Minutes - Final June 4, 2019 <br />Commissioner Flescher echoed Commissioner O'Bryan's concerns about interfering <br />with an employees' medications. <br />A discussion ensued, with input from Ms. Dimura, regarding ways a medication <br />might be deceptively marketed or misused. <br />Commissioner Zorc sought and received information on the structuring of the <br />proposed health plan into two tiers (Employee Only and Family), and about plans <br />offered by other jurisdictions. <br />The following speakers voiced concerns about the affordability of the proposed <br />increase in the premium for the Premier Gold Plan: <br />Indian River County Sheriff Deryl Loar also noted that the Open Enrollment period <br />for the Sheriffs staff is approaching, and that salary increases might be nullified by <br />the premium increase. <br />John O'Connor, President, International Association of Firefighters, Local 2201, <br />mentioned that the County needed to be competitive in the marketplace to retain <br />personnel. <br />Detective Chris Lester, Indian River County Sheriffs Office, suggested that a <br />lower-cost option be implemented for employees who seldom use the health <br />insurance. <br />Detective Bob Sunkel, Indian River County Sheriffs Office, commented on income <br />versus expenses. <br />H.R. Director Boyll noted that the County's financial contributions will also be <br />increased in order to help keep the employees' health insurance costs down. She <br />noted, however, that the trend for medical and pharmacy costs is to increase. <br />Administrator Brown suggested that staff explore the alternative of phasing in the <br />premium increases. He stressed that the County needs to take action and address <br />the issue of rising costs proactively while balancing the needs of the employees. <br />No Action Taken or Required <br />E.
