BOOK 4 PAil-111. 248 <br />With respect to special events, unless exempt under Chapter 205, F.S., <br />each vendor should be licensed. <br />The Committee feels that there should be no half year proration of the <br />new single fee. <br />In view of the foregoing it is recommended that a single fee of $40.00 <br />be adopted and consequential changes be made in the existing code to <br />reflect the recommendations of tills committee. <br />This report was adopted by the Committee at its meeting of the 15th <br />day of June, 1994 by the following vote: <br />Chairman Pete Clements <br />Vice Chairman Nancy Fletcher <br />Member George Gross -z <br />Member Tom Lane <br />Member Amy Zwemer <br />Commissioner Eggert noted the misspelling of a member's name. <br />Tom Lane should read Tom Lowe. <br />Commissioner Tippin understood that an ordinance adopted by <br />Green River, Michigan, might be a precedent in this matter, and <br />Assistant County Attorney Terry O'Brien advised that he would <br />research that ordinance to see if there is a current prohibition <br />against sales that originate from a different county or state. <br />Commissioner Eggert asked if the $40 fee would be charged for <br />just a one -day event, and Attorney O'Brien responded affirmatively. <br />Commissioner Bird inquired how this would affect flea market <br />rentals for one day, and Attorney O'Brien explained that they would <br />be charged $40 even for just one day. However, garage sales would <br />be allowed. <br />Tax Collector Karl,Zimmermann advised that the owner of the <br />flea market can come in and buy a number of licenses (blanket <br />license) for interim use so that an individual would not have to <br />pay $40 for just one day's rental. <br />Commissioner Bird felt that perhaps the $40 fee would <br />encourage some people to circumvent the ordinance and the cost of <br />enforcement would offset anything we would gain by increasing the <br />fee. <br />Mr. Zimmermann explained that a field inspector does a <br />computer inventory of the area. This $40 license tax will be <br />applicable only in the unincorporated area as we have eliminated <br />all the city areas. We get the vast majority of those not in <br />compliance and we address it as well as any. Actually, the snitch <br />factor works. <br />OMB Director Joe Baird pointed out that the revenue will <br />remain the same. The committee felt that there will be <br />FEBRUARY 7, 1995 31 <br />
