Board of County Commissioners <br />Meeting Minutes - Final September 10, 2019 <br />Each Commissioner, as requested by the Chairman, disclosed ex parte <br />communications, site visits, or independent investigations. They also affirmed <br />that they have an open mind and can base their decisions on the evidence <br />presented and the applicable law. <br />The Deputy Clerk administered the Oath to all persons who wished to speak at <br />the hearing. <br />Current Development Senior Planner Scott Rodriguez used a PowerPoint <br />Presentation to provide the Special Exception Process used by the County, the <br />Location Map, including an aerial view of the proposed improvements and <br />additional parking spaces, and the Phasing Plan the VBCC intended to follow. <br />Planner Rodriguez added the Traffic Circulation Plan and the Landscape Plan, <br />and noted the unanimous vote from the Planning and Zoning Commission to <br />recommend that the Board approve the Major Site Plan and Special Exception <br />Use Request. <br />Chairman Solari voiced his concern of limited parking and requested a review <br />of the proposed parking calculations. Current Development Chief John <br />McCoy stated that Phase 1 would add 49 spaces, and Phase 2 would add five <br />(5) spaces. <br />George Simons, Carter Associates, Inc., the engineer of record for the VBCC <br />project, spoke on the proposed updated parking configuration to allow for <br />additional parking spaces. In addition, he noted the importance of offering <br />family amenities to private club members. <br />There being no additional speakers, Chairman Solari closed the Public Hearing. <br />A motion was made by Commissioner O'Bryan, seconded by Commissioner <br />Flescher, to approve staffs recommendation. The motion carried by the <br />following vote: <br />Aye: 4 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, and <br />Commissioner O'Bryan <br />Absent: 1 - Commissioner Zorc <br />B.
