Board of County Commissioners Meeting Minutes - Final October 1, 2019 <br />There being no other speakers, the Chairman closed the Public Hearing. <br />A motion was made by Commissioner Flescher, seconded by Commissioner <br />Zorc, to approve and grant a Class "B" Certificate of Public Convenience and <br />Necessity to Cleveland Clinic Martin Health. The motion carried by the following <br />vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br />O'Bryan, and Commissioner Zorc <br />10. A.2.19-0896 Request from MCT Express, Inc. DBA United Medical Transportation for a <br />Class "B" and "E1" Certificate of Public Convenience and Necessity to provide <br />Non -Emergency ambulance inter -facility medical transports at the ALS/BLS <br />level and Wheelchair Transports originating in Indian River County <br />(Administrative) <br />Recommended Action: Staff recommends that the Board of County Commissioners, based upon the <br />needs assessment as outlined in Indian River County Ordinance, Chapter <br />304.07, to approve and grant a Class "B" & "El" COPCN to MCT Express, <br />Inc. DBA United Medical Transportation. <br />Attachments: Staff Report <br />Tad Stone, Director of Emergency Services, provided a brief overview of <br />United Medical Transportation's request to be granted a Class "B" and "EI" <br />Certificate. <br />Commissioner Flescher sought and received confirmation from Director Stone <br />that United Medical Transportation's application was the same level as <br />Cleveland Clinic's. <br />Chairman Solari opened the Public Hearing. <br />Victor Regal, representing United Medical Transportation, spoke of their <br />request for a Certificate of Public Convenience and Necessity to provide <br />non -emergency ambulance and non-medical ambulance transportation within <br />Indian River County. He mentioned that United Medical Transportation had <br />met with several health care entities within Indian River County and listened to <br />their concerns regarding patient transportation delays, and the need for <br />additional providers. <br />There being no additional speakers, the Chairman closed the Public Hearing. <br />Commissioner O'Bryan stated that in the agenda backup, it was mentioned that <br />a current provider had expressed concerns over the impacts generated by <br />transportation delays, and asked if that provider was present. Director Stone <br />replied that the provider was not present, and he was not aware of their <br />concerns. <br />Indian River County Florida Page 8 <br />
