Board of County Commissioners Meeting Minutes - Final October 15, 2019 <br /> Attachments: Staff Report <br /> Sole Source Letter Envisionware <br /> Envisionware 24 Hour Library Quote (3) of 10-09-2019 removal of bid <br /> bond <br /> IMAGE OF Envisionware 24-hour Library <br /> Mike Zito,Assistant County Administrator, introduced Tracey Wehking, <br /> Director of Library Services,who provided a presentation on the latest <br /> modernization effort of the Indian River County Library system. Ms.Wehking <br /> provided background on the library's recent technological upgrades and virtual <br /> resources. She explained that the Library Master Plan 2005-2025 identified <br /> the need for a library branch to service the South County area. Staff <br /> recommended the Envisionware library vending device as a means to provide a <br /> 24-hour, self-service outpost for a fraction of the cost needed to build and staff <br /> a new branch. Because it was the only system of its kind, staff requested to <br /> waive the bid requirement and designate Envisionware as the sole-source <br /> provider for the unit. Ms. Wehking estimated it would take approximately 12 <br /> weeks from order to installation. <br /> Commissioners asked and received additional information regarding e-media <br /> services, manufacturing details,types of materials that would stock the device, <br /> the library card requirement,and turnaround time for delivering requested <br /> media. <br /> Chairman Solari disagreed with Ms. Wehking's assessment that the vending unit <br /> would not require any staffing costs;he requested an estimate from County <br /> Administrator Jason Brown on the cost to have library employees maintain the <br /> machine. Administrator Brown noted that the transfer of requested materials <br /> between branches would account for most of staffs time,and he would provide <br /> a cost associated with that effort. <br /> A motion was made by Commissioner O'Bryan, seconded by Vice Chairman <br /> Adams, to approve staffs recommendation. The motion carried by the following <br /> vote: <br /> Aye: 5- Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br /> O'Bryan, and Commissioner Zorc <br /> 12.C.2 19-0698 Jones'Pier Conservation Area Public Use Improvements-Project Update, <br /> Florida Division of Historical Resources Grant Completion and Request to <br /> Apply for Additional Funding <br /> Recommended Action: Staff requests authorization to apply for funding through available grant sources <br /> (including the Florida Inland Navigation District's 2020 Waterways Assistance <br /> Program) to repurpose the 1920s Bungalow Cottage/Main House as a museum <br /> with associated educational exhibits focused on historical and environmental <br /> education. <br /> Indian River County Florida Page 6 <br />
