In lieu of rebidding this item, we are recommending that <br />the Board approve the purchase of a Ford 4630 tractor with <br />the front end loader attachment from Sunrise Ford Tractor, <br />Ft. Pierce, Fl. by piggybacking the following bids: <br />Tractor <br />School District <br />Indian River County <br />Attachment <br />Parks & Recreation <br />Brevard County <br />Total Purchase Price <br />Bid 1#94-84 $18,697.00 <br />10/03/94 <br />P.O. #405691 $ 4.395.00 <br />1/13/95 <br />$23,092.00 <br />Sunrise Ford Tractor is the vendor for both the tractor <br />and the attachment, and they have agreed to offer Indian <br />River County the same prices. This action conforms with <br />Article Six. Section 10:5, "Procurement of Service", of <br />the County Purchasing Manual. Sunrise Ford Tractor has <br />confirmed that both items are in stock and available for <br />immediate delivery. <br />Commissioner Tippin questioned why we did not have time to <br />rebid this tractor for use by the Parks Division, and General <br />Services Director Sonny Dean advised that we do have time to rebid <br />this item if the Board so desires. The specifications didn't <br />specify a 57 PTO horsepower and the low bidder has a 57 horsepower <br />engine that will not meet the specifications. <br />Commissioner Adams felt we do a grave injustice sometimes by <br />duplicating the School Board's efforts in bidding certain items. <br />She pointed out that one of the purposes of the Council of Public <br />Officials is to benefit from other entities' efforts in the <br />researching and bidding of equipment. <br />Public Works Director Jim Davis didn't know why the PTO was <br />left off the specifications, but explained that the bush hog <br />attachments recommend a 57 PTO horsepower tractor which is used <br />almost constantly for mowing difficult areas - ball fields and park <br />areas. <br />Commissioner Tippin felt it was very important that it doesn't <br />appear that we have any sloppiness in our bidding procedures, for <br />public relations if for nothing else. His concern is not that <br />somebody is cheating or whatever, but he feels strongly that <br />whenever a bid is presented, it ought to be proofread and the <br />specifications thoroughly reviewed.
