Administrator Chandler provided clarification for Commissioner <br />Bird's question concerning a difference between two figures <br />relative to income on the sale of tags ($14,300 vs $1,000) <br />explaining that it was due to an "above and beyond" projection. <br />Commissioner Eggert questioned figures for future facility <br />expansion, feeling that was a capital expense for which ordinarily <br />donations were pursued, and asked if that was being considered as <br />part of the cost per dog. Administrator Chandler replied that <br />currently the Humane Society is having to allocate donations to <br />offset their operating expenses. <br />David Radabaugh, Humane Society's administrative aide, <br />referred to the deficits on Exhibit I in the profit/loss columns <br />and Exhibit II quasi -endowment figure in the last column. If the <br />two figures were considered, they would be shaky ground very <br />quickly. <br />OMB Director Joe Baird pointed out their fund balance figure <br />was increasing and explained that quasi -endowments were endowments <br />received by the Humane Society and earmarked by their Board. <br />Joan Carlson, executive director of the Humane Society, <br />explained that actually the Board of Directors created the quasi - <br />endowment fund to insure future solvency, not only for capital <br />improvements, but also for costly contingencies. Ms. Carlson <br />continued that when they sat down for their long-range planning, <br />they wanted to be able to provide continued and better future <br />services. They found that many of the private dollars raised were <br />being used for Animal Control housing of lost pets and unwanted <br />animals and, because mandatory holding times are governmental <br />responsibility, they felt they needed to ask the County to pay for <br />a greater percentage of those costs in the future. They were not <br />asking for anything above the basic housing of the animals for five <br />days (strays) and some longer (court cases) and two days on owned <br />animals. <br />Ms. Carlson felt that their adoption and foster programs and <br />education and sterilization assistance should be priorities for use <br />of donations, and if the County commits to continue funding the <br />basic services, it would enable them to do some planning and a <br />capital campaign. They would be assured that the basic operating <br />fund was there to continue services. <br />Commissioner Adams inquired what the County was required to do <br />by State law, and Administrator Chandler explained the required <br />responsibilities: collection of animals and ultimate disposal <br />(housing and holding for 5 days). <br />63 <br />March 14, 1995 Boos,Fa E ,� <br />
