Rea i , A <br />Community Devel pmen irector <br />FROM: Sasan Rohani, AICP 5•(l -- <br />Chief, Long -Range Planning <br />DATE: March 13, 1995 <br />RE: REQUEST FOR AUTHORIZATION FOR THE PUBLIC WORKS DIRECTOR <br />TO MAKE APPLICATION FOR A COMMUNITY DEVELOPMENT BLOCK <br />GRANT IN THE NEIGHBORHOOD REVITALIZATION CATEGORY <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of March 21, 1995. <br />DESCRIPTION AND CONDITIONS <br />On December 20, 1994, the Board of County Commissioners authorized <br />public works and community development staff to apply for a CDBG <br />neighborhood revitalization grant for the Colored School <br />Subdivision and Whitfield Subdivision target areas. The Board also <br />authorized staff to initiate the process of selecting a consultant <br />to prepare the CDBG application and administer the grant. Finally, <br />-the Board committed budgeted petition paving funds to be used as a <br />match for the grant. <br />One of the first CDBG required activities occurred on February 28, <br />1995. At an advertised public hearing on that date, the Board of <br />County Commissioners formally chose the neighborhood revitalization <br />category for the county's CDBG application submittal. Also at that <br />meeting, the Board activated the existing CDBG citizen advisory <br />committee, and established March 21, 1995, as the date for a second <br />public hearing. <br />On March 14, 1995, the Board of County Commissioners approved the <br />following documents: <br />• Indian River County Fair Housing Ordinance <br />• Anti -displacement and relocation plan <br />• Section 504 compliance policy <br />• Citizen Participation plan <br />• Procurement policies and procedures <br />• Affirmative action policy <br />• Non-violent civil rights demonstration policy <br />• Acquisition plan <br />ANALYSIS <br />According to CDBG requirements, the Board must hold a second public <br />hearing to obtain public input on the county's proposed CDBG <br />application and to approve the application for submittal to the <br />MARCH 21, 1995 � - <br />
