Florida Department of Community Affairs (DCA). The Board must <br />formally authorize staff to make the application and to sign the <br />necessary documents related to the application submittal. <br />As per direction provided by the Board of County Commissioners, the <br />county's consultant has prepared the proposed Neighborhood <br />Revitalization CDBG application. A copy of the application is on <br />file in the Board of County Commissioners office. As drafted, the <br />CDBG application requests approval of a $750,000.00 grant for <br />street paving and water line extension for the targeted areas. The <br />consultant believes that the county has a good chance of receiving <br />the grant. <br />The proposed application was reviewed by the Community Development <br />Block Grant Citizen Advisory Committee on March 20, 1995. <br />ALTERNATIVES <br />With respect to the proposed grant application, the Board of County <br />Commissioners has three alternatives. These are: <br />• To approve the application as proposed <br />• To approve the proposed application with changes <br />• To reject the proposed application <br />If the Board chooses either of the first two alternatives, the <br />application will be submitted to the Florida Department of <br />Community Affairs for consideration. If the grant is obtained, the <br />consultant will be paid for application preparation from the grant. <br />If the application is denied, the county will not pay any <br />application preparation fee to the consultant. If the Board <br />chooses the third alternative and declines to submit the CDBG <br />application, the county will be required to pay the consultant for <br />preparation of the application. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the <br />proposed application and authorize the public works director to <br />submit the application to the Florida Department of Community <br />Affairs for their consideration. <br />Director Keating reviewed the project and informed the Board <br />that the Advisory Committee had met and was unanimously in favor of <br />the project and looking forward to the benefits. <br />Robert Johnson of Clark, Roumelis & Associates, Inc., the <br />consultants, gave a brief synopsis of the street paving and water <br />line project which involves two Wabasso subdivisions, Whitfield on <br />the north and Colored School on the south. The grant funds will be <br />allocated in part as follows: $22,000 for 11 fire hydrants; <br />$239,850 for 5,850 linear feet of streets; $282,150 for 12,750 <br />linear feet of water lines; $42,000 for hook-ups to 84 homes; <br />$104,000 for engineering, technical survey and preliminary design; <br />and $60,000 for administration costs for 2 years.
