6 <br />1 comprehensive, effective, and cost-efficient method <br />2 to reduce losses in floodplains and disaster assist - <br />3 ance expenditures, and such benefits could be en - <br />4 hanced if combined with insurance protection for in- <br />s sured property owners to meet the increased recon - <br />6 struction costs required by Federal, State, or local <br />7 mitigation standards; <br />8 (14) incentives in the form of reduced premium <br />9 rates for flood insurance under the National Flood <br />10 Insurance Program should be provided in commu- <br />11 nities that have adopted and enforced exemplary or <br />12 particularly effective measures for comprehensive <br />13 floodplain and erosion hazard area management; and <br />14 (15) such community-based and individual miti- <br />15 gation and loss prevention methods and incentives <br />16 should be incorporated into the National Flood In - <br />17 surance Program. <br />18 SEC. S.
