DEBARTOLO CORPORATION'S REQUEST <br />FOR COUNTY FINANCIAL ASSISTANCE WITH THE <br />INDIAN RIVER MALL PROJECT <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of April 18, 1995. <br />DESCRIPTION & CONDITIONS: <br />In 1988, the Edward J. DeBartolo Corporation initiated the process <br />of obtaining approval for its Indian River Mall project, and <br />withdrew its request in November 1990. Then, in 1994, DeBartolo <br />again initiated approval for a similar, but larger project. Having <br />obtained the necessary state, regional, and local approvals, the <br />Indian River Mall overall project was finally approved in October, <br />1994. The approval involved county, region, and state review of a <br />DRI (development of regional impact) development order (D.O.), a <br />comprehensive plan amendment and rezoning, and stipulated <br />settlement agreements relating to the comprehensive plan amendment <br />and the D.O. Since then, DeBartolo representatives and staff have <br />worked together on site plan, building permit, and various <br />development permitting issues. Subject to satisfying D.O. <br />conditions, the developer can apply for and obtain site plan <br />approval, the same as any other commercial project in the county. <br />• REQUEST <br />On March 31, 1995, DeBartolo representatives met with county staff <br />and informed staff that circumstances had changed such that there <br />was now an opportunity to initiate project construction in <br />anticipation of a Fall, 1996 opening. According to Debartolo, the <br />decision on whether or not to proceed with the project must be made <br />by their board of directors. Since their board meets on April 19, <br />1995, DeBartolo officials have indicated that major cost issues <br />involved with the project must be resolved prior to April 19, 1995. <br />33 <br />APRIL 18, 1995 <br />BOOK 94 PAGE.0Ur-� <br />
