_I <br />BOOK 95 F,�u 38 <br />timing, this Agreement will be executed prior to most pre- <br />acquisition and negotiation tasks. The Sebastian Creek CARL <br />project is ranked 4th in the State; therefore State funding is <br />virtually guaranteed. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners authorize <br />the Board Chairman to execute the attached multi-party acquisition <br />agreements relating to the Korangy Tract and Fischer -Sebastian <br />River Property LAAC sites. <br />Commissioner Eggert inquired why the Fischer -Sebastian <br />document was already executed and the Korangy document was not, and <br />Chief of Environmental Planning Roland DeBlois explained that it <br />was normal to execute the agreements before the actual negotiations <br />because it was really an agreement as to how the process would be <br />coordinated and the approvals would occur between the County and <br />the State as things progressed. For example, the State has <br />approved an appraisal map on that particular project, so it is an <br />on-going coordination. <br />Commissioner Eggert also observed that a particular statement <br />was in the Fischer -Sebastian agreement, but not in the one that <br />covered the Korangy tract, and Mr. DeBlois explained that actually <br />the Korangy document was unusual because of the sequence of the <br />parties participating.
