its ti= ' <br />F a, <br />F'- <br />i�' RESOLUTION NO. 89 - <br />r ._ <br />for adequate fire flow, and shall be available, useable, <br />E <br />and operational as part of the fire protection system of <br />the regional commercial facility prior to the issuance <br />of a certificate of occupancy for any portion of the <br />regional commercial facility. <br />b. Prior to site plan release and issuance of any building <br />permits for any portion of the Harbor Town Center <br />project, the developer shall provide the County and <br />Treasure Coast Regional Planning Council with written <br />confirmation from the South County Fire District that <br />the district has sufficient manpower and equipment to <br />serve the project at adequate service levels. <br />ENERGY <br />28. Prior to County approval of any final site plan and building <br />design plans, the developer shall certify to the County and <br />the Treasure Coast Regional Planning Council that the de- <br />signs: 1) incorporate those energy conservation measures <br />identified on page 25-4 of the Harbor Town Center Development <br />of Regional Impact Application for Development Approval; 2) <br />'i- comply with the Florida Thermal Efficiency Code Part VII, <br />Chapter 553, Florida Statutes; and 3) to the maximum extent <br />feasible, incorporate measures identified in the Treasure <br />Coast Regional Planning Council's Regional Energy Plan dated <br />May, 1979, and the Treasure Coast Regional Planning Council's <br />Regional Comprehensive Policy Plan. As a minimum, the <br />developer's certification shall demonstrate that incorpora- <br />tion of energy conservation measures already committed to and <br />those measures to be incorporated by the requirement of <br />Condition 29 below has reduced projected energy demand by 20 <br />percent below that demand which would have occurred without <br />incorporation of the measures. <br />29. The developer shall incorporate into the project design each <br />of the 17 energy saving methods outlined in the ENERGY <br />section discussion of the Treasure Coast Regional Planning <br />Council's Assessment Report for the Harbor Town Center <br />-16- <br />
