7 <br />CONSENT <br />INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />TO: Jason E. Brown, County Administrator <br />THROUGH: Richard B. Szpyrka, P.E., Public Works Director <br />FROM: Eric Charest, Natural Resources Manager <br />SUBJECT: Release of Retainage for Sector 3, Phase 1 Beach and Dune Restoration <br />Project (IRC -1925) <br />DATE: February 17, 2022 <br />DESCRIPTION AND CONDITIONS <br />On December 1, 2020, the Board of County Commissioners awarded Bid No. 2021012 to <br />Guettler Brothers Construction, LLC in the amount of $11,987,010.00 for Phase 1 of the Sector 3 <br />Beach and Dune Restoration Project (IRC -1925) to nourish app-oximately 3.6 miles of coastline <br />in North Beach, the Town of Orchid, Wabasso Beach, and unincorporated Indian River County <br />by placing approximately 307,000 cubic yards of beach compatible sand to create a beach berm <br />and dune. <br />Construction for Phase 1 of the Sector 3 Beach and Dune Restoration Project commenced on <br />January 4, 2021 and ran through April 30, 2021 when on -beach construction was halted due to <br />sea turtle nesting season restrictions. Construction started back up again on November 1, 2021 <br />with the project being deemed complete on January 11, 2022. <br />Amendment No. 1 to the contract was executed on February 2, 2021. This amendment <br />increased the amount of sand for the project by 77,000 cubic yards (cy) up to 384,000 cy due to <br />extensive pre -construction erosional conditions that persisted on the beach. Amendment No.1 <br />increased the total contract amount by $2,487,100.00, up to $14,474,110.00. <br />Change Order No. 1 was executed on March 8, 2021 to increase the amount of dune vegetation <br />delivered and installed within Phase 1 of the Sector 3 Beach and Dune Restoration project by <br />184,653 additional sea oats. This Change Order did not adjust amount of the project, as the <br />additional fees were charged to the Force Account included in the bid. <br />Change Order No. 2 executed on February 14, 2022 accounts for decreases in contracted <br />amounts of sand delivered/placed due to changing conditions in the beach at the time <br />construction recommenced on November 1, 2021. Placement surveys performed on the <br />completed project area showed that 35,047 cy of the 77,000 cy approved in Amendment No.1 <br />were needed to complete Sector 3, Phase 1 Beach and Dune construction. Change Order No. 2 <br />decreases the contract amount by $1,355,081.90 for the decrease in sand needed, as well as <br />decreases the unused Force Account by $1,129,224.90. Change Order No. 2 decreases the final <br />project cost to $11,989,803.20. <br />61 <br />
