I -g. taR uS , <br />1 <br />While all comprehensive plan policies are important, some have more applicability than others in <br />reviewing plan amendment requests . Future Land Use Element Policy 14 . 3 , however, is applicable <br />to all plan amendment requests . For that reason , this section will begin with a discussion of how the <br />proposed amendment is consistent with Future Land Use Element Policy 14 . 3 . <br />Future Land Use Element Policy 14 .3 <br />In evaluating any comprehensive plan text amendment request, the most important consideration is <br />Future Land Use Element Policy 14 . 3 . This policy requires that at least one of three criteria be met <br />in order to approve a comprehensive plan text amendment . These criteria are : <br />the proposed amendment corrects a mistake in the approved plan ; <br />the proposed amendment corrects an oversight in the approved plan ; or <br />the proposed amendment is warranted based on a substantial change in circumstances . <br />In this instance , the proposed amendment meets Future Land Use Element Policy 14 . 3 's second <br />criterion . That criterion states that the proposed amendment will correct an oversight in the <br />approved plan . In this case , the oversight was that certain lands were excluded from the urban <br />service area and given an agricultural land use designation despite the fact that certain characteristics <br />of those lands indicated that they should have been included in the urban service area and given an <br />urban land use designation . <br />The Board of County Commissioners has determined that land that meets the following criteria <br />should have been included in the urban service area and given an urban designation : <br />the property abuts an arterial road that contains county water and sewer lines within the <br />road ' s right- of- way ; <br />the property abuts commercial/industrial designated property ; and <br />the property is at least 20 acres in size . <br />An oversight occurred when land that meets the above criteria was designated agricultural and <br />excluded from the urban service area. The proposed amendment corrects that oversight by creating <br />an urban land use designation category for land that meets the above criteria . For that reason, the <br />proposed amendment meets Future Land Use Element Policy 14 . 3 's second criterion and is consistent <br />with Future Land Use Element Policy 14 . 3 . <br />Consistency Summary <br />As part of its consistency analysis , staff compared the proposed amendment to all applicable <br />objectives and policies in the plan and found no conflicts . Therefore , the proposed amendment is <br />consistent with the comprehensive plan . <br />CONCLUSION <br />The proposed amendment is reasonable , meets the Board ' s objectives , and is consistent with the <br />comprehensive plan .
