Approved Minutes of the June 5 , 2001 , Board of County Commissioners Meeting <br />7 .DCA ' s ORC Report <br />8 .Comprehensive Plan Text Amendment Ordinance <br />Commissioner Macht noted the absence of a staff recommendation . <br />Vice Chairman Stanbridge understood that the Department of Community Affairs <br />DCA) did not consider this proposed amendment to be spot zoning, and Director Keating <br />responded that he thought DCA would not have considered it spot zoning because it is <br />contiguous to the existing Urban Service Area . Vice Chairman Stanbridge also understood <br />that each of the three parcels are adjacent to Commercial/Industrial and they are all different <br />sizes of C/I and in various stages of being built out, and Director Keating advised that she <br />was correct . <br />County Attorney Bangel mentioned he had suggested changing the word <br />agricultural " to "farm " when he reviewed the ordinance , in order to be consistent with the <br />Florida Right-to -Farm Act ( Sec . 823 . 14) uses and he further suggested citing the same in the <br />ordinance . <br />Chairman Ginn understood there was no way to give Mr . Clontz relief without <br />adopting these ordinances and Director Keating responded that Mr .
