u <br />5 n <br />44 <br />Vice Chairman Stanbridge explained that she looked at Mr . Clontz ' property as a <br />pressure point " which the Board helped to create by putting commercial next to hisa <br />property . That particular commercial area has built out now ; it may be 20 years or more <br />before the other C/I properties are built out .She asked if there might be some way to add <br />to the criteria so there will be time before there is another "pressure point " . She expounded <br />on the Comprehensive Plan as not being a static plan . <br />Based on experience , Commissioner Macht thought passage today will ensure <br />additional requests for "relief ' .He failed to see what the proximity of commercial had to <br />do with the ability to farm .He thought "being able to farm " is being confused with "not <br />wishing to farm " . The fatality built into this proposal is that while 1 unit/acre sounds good, <br />it is widely known that it can come back as a "PD " with 3 units/acre and it will be approved . <br />Once this proposal is passed , he believed the Board will be seeing glutted roads and <br />higgledy-piggledy" expansion all through the western part of the county . <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter . <br />Michael O ' Haire , attorney with offices at 311 Cardinal Drive , Vero Beach 32963 , <br />representing the applicant, stated that Mr . Bangel ' s suggested changes were acceptable to <br />the applicant . This application has received an exhaustive review by staff and staff has <br />isolated three areas that will be impacted by the change (the properties of Mr . Clontz, Mr . <br />Beuttell , and the property in which Norm Hensick and George Hamner have an interest) . <br />He hoped this would be the final public hearing on this application and asked that both <br />proposals be approved . He stated the Mr . Clontz has farmed the property and it was farmed <br />for 40 years by his family . This is a case of not being able to farm .
