re
S
MR
space early in the process .
Chairman Ginn was concerned how this occurred and thought that a compromiseYY3F4
could be reached .
Public Works Director James Davis explained how the problem occurred from the
Y {s engineering perspective and believed there could have been some misunderstanding . He
agreed the gate is narrow , not in a good location , and does not have a good opening
Y mechanism . He advised that a staff member, a CAD technician , had done some of the
drafting for this project on his own time but that a fire hydrant was not shown on the original
Fdrawing . He added that there was no impropriety on the part of the employee . This
entranceway is uniquely situated and it is a problem , but it is not uncommon for garbage
trucks to back into driveways to turn around .He hoped it could be worked out .
Fire Prevention Bureau Chief Dan Dietz , having sworn to tell the truth , stated that the
Fire Department had two issues with this subdivision : 1 ) an insufficient turning radius for t F
their trucks to make the immediate left-hand turn just inside the gate to serve that street , and
2 ) the opening of the exit gate blocks an existing fire hydrant . He has met with Riverpoint ' s
Board and given thein the turning radius specifications and the code requiring hydrants to
be unobstructed . He was given assurance that they would respond on this matter . It appears
that Mr . Keating ' s proposed plan would meet the required turning radius . A new fire
hydrant has been offered and an offer to relocate the one behind the gate which serves Vero
Shores and all the homes outside the gate . It appears that if those plans are implemented ,
the two original problems with the gate would be solved .
Mr . Esposito believed his property has been depreciated because of this gate .
Commissioner Adams thought Mr . Esposito may have a legitimate reason to contact
PtheProperty AppraisereAraiser about the value of his property . She also suggested several possible
solutions and pointed out that Mr . Esposito ' s ultimate course might be a civil suit .
Discussion ensued .
It
fi
k
October 16 , 2001
133
E ) u U
T
r
t If'5,
1182
RSV
