MOK 96 PA E ? <br />site will impact all 3.1 acres of the wetlands identified by <br />SJRWMD. These wetlands are in ditch areas and are considered <br />by SJRWMD to be of low quality. To mitigate these impacts, <br />the applicant proposes to establish wetlands in the form of <br />littoral zones around the lakes. The county environmental <br />planning staff has no objection to such mitigation measures or <br />to the proposed preliminary PD plan/plat. The specifics of <br />the littoral zone plantings and mitigation, however, will need <br />to be finalized during review and approval of the county's <br />wetland resource permit for the project. Prior to the <br />issuance of a land development permit, the applicant must <br />obtain a county wetland resource permit, as well as applicable <br />permits from jurisdictional agencies. <br />sHost Plants to the Caribbean Fruit Fly: To prevent potential <br />conflicts with area grove operations, staff recommended that <br />the applicant voluntarily coordinate with the agricultural <br />extension agent and restrict use of host plants within the <br />subdivision. The applicant has stated that it will, through <br />the subdivision homeowners association documents, restrict use <br />of host plants. <br />*Excavation: Two t61 lakes are proposed to be created. The <br />excavation of the lakes will involve the removal of more than <br />5,000 cubic yards of excavated material from the site. Such <br />activity is considered incidental to project construction and <br />is allowed and regulated by the provisions of the Chapter 934 <br />mining regulations. Such regulations limit hauling and <br />excavation to 7:00 a.m. - 5:00 p.m. Monday through Friday for <br />a 2 month period. Prior to issuance of a land development <br />permit, the developer must obtain from planning staff a mining <br />permit exemption subject to the criteria of LDR section <br />934.04(7)(b). <br />11. Stormwater Management: As with standard single family <br />subdivisions, the stormwater management plan has been given <br />conceptual approval by the public works department. Final <br />review and approval of the stormwater management plan shall be <br />accomplished through the land development permit process. The <br />public works department has no objection to PD preliminary <br />plat approval for the project. <br />12. Thoroughfare Plan: Developments such as this one are required <br />to have continuous paved access to a paved county thoroughfare <br />plan roadway. The applicant has proposed a single project <br />entrance roadway connection to 1st Street S.W., which is <br />identified in the county Thoroughfare Plan as a collector <br />roadway. However, 1st Street S.W. is presently unpaved <br />between 58th Avenue and 43rd Avenue, which includes the site's <br />entire 1st Street S.W. frontage (2,574' in length). The <br />proposed project entrance roadway onto 1st Street S.W. is <br />approximately 1/4 mile from 58th Avenue, and 3/4 mile from <br />43rd Avenue. <br />Normally, the developer would request and would be allowed to <br />pave the shortest distance of 1st Street S.W. as possible to <br />tie into the paved thoroughfare plan roadway system. In this <br />case, however, the developer and the public works department <br />desire to have the entire length of 1st Street S.W. paved <br />between 58th Avenue and 43rd Avenue. For that reason, the <br />public works director and the applicant are currently in the <br />process of developing an agreement that would involve the <br />developer and the county sharing the cost of paving 1st Street <br />S.W. between 58th Avenue and 43rd Avenue. This agreement <br />needs to be executed prior to issuance of a land development <br />permit. Furthermore, prior to issuance of a certificate of <br />completion for any phase of the project, lst Street S.W. must <br />be paved from -58th Avenue to 43rd Avenue, in accordance with <br />the to -be -executed paving agreement. <br />-S-EPTFAMM 26, 1995 20 <br />
