M <br />13. Traffic Circulation: A traffic impact analysis has been <br />submitted by the applicant and is acceptable to county traffic <br />engineering staff. The analysis indicates that an eastbound <br />to southbound deceleration lane and a westbound to southbound <br />left turn lane must be provided at the intersection of 1st <br />Street S.W. and the project entrance road. The final design <br />of these improvements must be shown on the project's land <br />development permit. Furthermore, these,improvements must be <br />completed prior to issuance of a certificate of, completion for <br />any project phase. <br />The project proposes a single access entrance road to 1st <br />Street S.W., approximately halfway between the east and west <br />limits of the project. The internal traffic pattern resembles <br />a figure 118" with 5 cul-de-sac roadway connections (see <br />attachment #3). These roads are to have curb and gutter <br />drainage and will be placed in 50' rights-of-way. Also, these <br />roads will be built to county standards and dedicated to the <br />county via the final plat. The county traffic engineer has <br />reviewed and approved the proposed PD preliminary plan%plat <br />layout. <br />14. Pedestrian Circulation: Although sidewalks are not required <br />throughout the proposed subdivision, the project, as a PD, <br />must include pedestrian circulation improvements. The plan <br />proposes a sidewalk along both sides of the project's <br />north/south road (55th Avenue S.W.), connecting to 1st Street <br />S.W. A sidewalk is also proposed along the "inside" of the <br />project's loop roads (East and West Square S.W.). Staff has <br />determined that these proposed improvements meet PD pedestrian <br />plan requirements. <br />15. Utilities: County potable water and wastewater services are <br />- available to the site, and mandatory connections are required <br />by the county utilities department. The county utilities <br />department and the environmental health (HRS) department have <br />no objections to PD plan approval. <br />16. Off -Site Dedications and Improvements: The public works <br />department has stated that no additional right-of-way is <br />required from the site's frontages along 58th Avenue and 1st <br />Street S.W., since drainage canals exist between the actual <br />site boundaries and these streets. Also due to the location <br />of the canals, no sidewalk or bikeway improvements are <br />required or proposed along the site's 58th Avenue and 1st <br />Street S.W. frontages. <br />17. Landscaping/Buffering/Lot Dimension: Compatibility standards <br />for a PD such as this one require a 25' wide perimeter setback <br />as well as perimeter buffer areas. The submitted PD <br />preliminary plan/plat depicts the required 25' wide setback <br />and appropriate buffers. The landscaping plan submitted with <br />the PD preliminary plat meets or exceeds the landscaping <br />requirements of LDR Chapter 926, and the PD buffer standards <br />of LDR section 915.16.
