BOOK 96 PAu 22- 7 <br />EAST: <br />*Lot Dimensions: 73' - 155' in width with a depth of 135' <br />*Buffer: 25' building setback, continuous 15' wide landscape <br />buffer with Type "C" plant density and 6' opaque feature (berm <br />plus hedge). <br />WEST: <br />*Lot Dimensions: 70' or more in width with a depth of 135' <br />*Buffer: 25' building setback, continuous 15' wide type "D" <br />landscape buffer with 6' opaque feature (berm plus hedge). <br />Note: The largest and deepest lots are proposed to be located <br />along the project perimeters, especially along the eastern and <br />western perimeters. The smallest lots are located away_from <br />the perimeters, internal to the project. In addition, pools <br />and related structures (e.g. screen enclosures) are proposed <br />to be set back a minimum of 15' along the perimeter rear <br />yards. Normal.LDR provisions would allow such structures to <br />be located to within 10' of the perimeter. <br />18. Waivers and Compatibility: Through the PD process, the <br />applicant has requested waivers from the LDR standards. The <br />applicant has requested the following waivers: <br />1. Reduce the minimum lot size from 12,000 square feet to <br />7,405 square feet. <br />2. Reduce the minimum lot width from 80' to 701. <br />3. Reduce the minimum side yard setback from 15' to 9'. <br />Note: The normal RS -3 front and rear yard setbacks (25') <br />would apply. <br />Throughout the review of this project, staff and the applicant <br />have had several meetings to discuss lot layout, sizes, <br />setbacks, and buffering. Through the PD process, the LDRs <br />allow, and staff supports, PD projects that provide buffering, <br />recreation areas and other common areas, as well as pedestrian <br />improvements that exceed normal subdivision requirements, in <br />exchange for maximizing allowable densities through design <br />flexibility. It is staff's position that this results in a <br />project compatible with the surrounding area. In staff's <br />opinion, this project and the requested waivers are justified <br />for several reasons. <br />First, a significant portion of the project is made up of <br />common areas for lakes (#13 acres or 19% of the total site <br />area) and common recreation/open space (2.59 acres or 4% of <br />the total site area). These areas contribute toward the <br />overall project's open space rather than being distributed in <br />small portions throughout all or most of the project's lots. <br />Second, project perimeter buffering and existing canal rights- <br />of-way along the project boundaries provide physical screening <br />and separation from adjacent properties. To the south, the <br />250' wide South Relief Canal provides extra. separation. <br />Likewise, to the west and north, the Lateral B (801) and <br />Lateral B-5 (301) canals provide extra separation. As <br />previously described, the north, east, and west perimeter <br />buffers include a 6' opaque feature consisting of a berm plus <br />hedge. Such features exceed normal PD buffering requirements <br />and will provide screening for sight and noise. <br />Third, lot dimensions have been designed to provide a depth <br />that is comparable to narmally sized RS -3 lots.
