APPROVAL OF HURRICANE ERIN DISASTER TER RELIEF FUNDING <br />AGREEMENT FOR EMERGENCY DECLARATION <br />The Board reviewed a Memorandum of September 8, 1995: <br />TO: Board of County Commissio ers <br />THROUGH: Doug Wright,, ht, Director <br />Department of Emergency Services <br />FROM: John Ring, Emergency Management Coordinator <br />Division of Emergency Management <br />DATE: September 8, 1995 <br />SUBJECT: Approval of the Hurricane Erin Disaster Relief Funding <br />Agreement for Emergency Declaration FEMA -3116 -EM -FL <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the meeting scheduled for September 26, 1995. <br />DESCRIPTION AND CONDITIONS: <br />At the August 1, 1995, Board of County Commissioner's meeting, the <br />Board approved and authorized the Chairman to execute Resolution <br />95-88 declaring a Local State of Emergency in an effort to <br />safeguard the life and property of local citizens from the <br />projected impact of Hurricane Erin. Realizing the potential <br />expenditure of public funds, the Emergency Services Director <br />requested the Florida Division of Emergency Management (FDEM) <br />include Indian River County into available federal reimbursement <br />programs related to the performance of public protection activities <br />and recovery operations relative to Hurricane Erin. This request <br />was forwarded to the Governor's Office and was approved in <br />Executive Order 95-282 for an Emergency Declaration and was <br />subsequently approved by the Federal Emergency Management Agency <br />(FEMA). On August 10, 1995, President Bill Clinton approved a <br />Presidential Emergency Declaration and authorized funds under the <br />Robert T. Stafford Act for relief and recovery assistance to <br />affected areas. <br />Under the Stafford Act, Indian River County is eligible for <br />reimbursement of non-insured expenses related to debris removal on <br />public roads and right-of-way undertaken by County workers. We are <br />also eligible for emergency protective activities provided to <br />protect life, safety, property, and health; this includes Emergency <br />Operation Center expenses, Special Needs Shelter expenses, prorated <br />equipment usage, and overtime expenditures for all employees <br />assigned emergency activities. <br />The disaster funds for eligible costs are a two-part reimbursement. <br />The Stafford Act provides for a 75% federal reimbursement of <br />approved expenses. On August 25, 1995, Governor Chiles announced <br />that he had taken action, supported by the Legislature, which <br />provides the 25% non-federal portion of costs from State funds. <br />The Emergency Services staff, with assistance from the Office of <br />Management and Budget, has met with FEMA and FDEM field teams on <br />several occasions over the last month in pursuit of recovering <br />eligible costs relative to Hurricane Erin.
