US -95 -14 -CS <br />On September 29, 1995, Indian River County will be closing on the <br />purchase of Sebastian Utilities;- and the County will take over <br />operations of their utility systems. On August 8, 1995, the Board <br />of County Commissioners approved contracts via change orders for <br />the construction of water lines to connect the Sebastian water <br />system to the County's. The Utilities Department has designed and <br />is permitting (with in-house staff) the connection of Sebastian's <br />wastewater treatment plant flows to our North County Wastewater <br />Collection/Treatment System. The Utilities Department has <br />negotiated a change order with Treasure Coast Contracting, Inc., <br />for this work to expedite the construction of the project. (See <br />attached proposal.) <br />ANALYSIS <br />The Utilities Department's original cost estimate for the project <br />construction was $187,000.00. The proposed actual construction <br />costs are as follows: <br />1. Pump station and associated force main <br />Lump sum $154,738.00 <br />2. Complete generator package <br />3. Contingency (if required) <br />$ 29,069.00 <br />$ 5,000.00 <br />Total $188,807.00 <br />The change order with Treasure Coast Contracting is attached for <br />the Board's review and is an extremely attractive price for this <br />work. Other comparative quotes for this work were acquired, the <br />highest being $245,000.00 from Speegle, Inc. The generator <br />purchase is with a supplier which earlier this year supplied the <br />County with three similar generators through a sealed bid <br />acquisition process. (See attached quote.) The proposed cost for <br />the generator is in line with his previous bid. <br />The staff of the Department of Utility Services recommends approval <br />of Change Order No. 1 with Treasure Coast Contracting in the amount <br />of $154,,738.00,, the issuance of a purchase order to Florida Detroit <br />Dissel-Allison North in the amount of $29,069.00, and authorization <br />of'the contingency funds of $5,000.00 through the use of purchase <br />orders, if required. <br />28 <br />OCTOBER 3, 1995 <br />
