A concurrent rezoning Of_Suhject <br />Property 2 is not part of this request. <br />The purpose of this request is to redesignate Subject Property 2 to <br />reflect its current public ownership, as well as to facilitate the <br />development of an industrial park on and around Subject Property 1. <br />The creation of such a park implements policies of the county's <br />Overall Economic Development Plan and of-the'Economic Development <br />Element of the county's comprehensive plan. <br />On April 27, 1995, the Planning and Zoning Commission voted 5-1 to <br />recommend that the Board of County Commissioners transmit the <br />proposed land use amendment to the State Department of Community <br />Affairs (DCA) for their review. Although they voted to recommend <br />transmittal of the request, several members of the Planning and <br />Zoning Commission expressed concern over the possibility that <br />Subject Property 1 could be developed with C/I uses other than an <br />industrial park. <br />On June 13, 1995, the Board of County Commissioners -voted 5-0 to <br />transmit the proposed land use amendment request to DCA for their <br />review. <br />Consistent with state regulations, DCA reviewed the proposed <br />amendment and prepared an Objections, Recommendations and Comments <br />(ORC) Report. The ORC Report, which planning staff received. on <br />September 5, 1995, did not contain any objections to the -proposed <br />amendment. The ORC Report did, however, contain one comment <br />pertaining to the- proposed amendment. That comment will be <br />addressed in the analysis section of this staff report. In <br />contrast to objections, comments cannot be used as a basis for <br />finding an adopted amendment not in compliance. <br />The Board of County Commissioners is now to decide whether or not <br />to adopt the requested land use amendment. <br />Existing Land Use Pattern <br />- Subject Property 1 <br />Subject Property 1 and adjacent properties to the north and west <br />are zoned A-1 and contain citrus groves. Land to the south of the <br />site, across S.R. 60, is zoned CG, General Commercial, and contains <br />vacant rangeland. Land to the east of the site, across 98th <br />Avenue, contains the Vero Tropical Gardens subdivision.. That <br />subdivision was platted prior to the existence of zoning <br />regulations in the county and is still mostly undeveloped. Land to <br />the east of Subject Property 1, within 450 feet of S.R. 6-0, <br />contains undeveloped piney flatwoods and is zoned CG. The balance <br />of the land east of the site is zoned RS -6, Single -Family <br />Residential (up to 6 units/acre) and contains scattered single- <br />family houses. <br />Subject Property 2 <br />Subject Property 2 and properties to the north and east consist of <br />citrus groves. Abutting the site on the west is a wooded area; the <br />county landfill borders the site on the south. A CG, General <br />Commercial, zoning district exists in the southeast corner of 82nd <br />Avenue and Oslo Road. That district extends 700 feet east of the <br />82nd Avenue right-of-way and 200 feet south of Oslo Road. <br />Approximately 1 acre of Subject Property 2 is within that CG zoned <br />area.
