BOOK 96 FA 1E 55 7 <br />After the developer realized that additional right-of-way was <br />needed by the County (the County's Thoroughfare Plan has been in <br />-existence since the early 19801s), the developer purchased <br />additional land to the west at a cost of $8.75/SF. Most of this <br />additional land is being used for_ parking lot and stormwater <br />management tract for the Walgreen's improvements. As a matter of <br />fact, parking spaces are even shown to be .in the land proposed for <br />17th Street right-of-way prior to the County staff reducing the <br />right-of-way needs. The developer also relocated the proposed <br />building and parking areas to reserve right-of-way needs. <br />On Sept. 20, 1995, staff met with Steve Henderson, Attorney for the <br />developer, to -explain the history of events, and staff explained to <br />Mr. Henderson that the developer ceased communicating with staff <br />between May and September, 1995. Evidently, the developer <br />purchased the property and proceeded to build prior to resolving <br />the right-of-way acquisition. <br />At this time, Mr. Henderson is requesting the County purchase all <br />of the Thoroughfare Plan Right -of -Way (an additional 20' along US <br />1 and additional -right-of-way to provide 75' from the centerline of <br />17th Street). The requested compensation is as follows: <br />71835 SF @ $20.05 = $ 157,091.75 <br />(4,740 SF is 'USI R/W and _3, 095 SF is 17th St) <br />2,930 SF @ $8.75 = $ 25,637.50 <br />Demolition of Restaurant <br />10,765 SF @ $.659 = $ 7,094.00 <br />Closing Costs 10,765 SF @ $.80 = $ 8,612.00 <br />Total Cost $ 198,435.25 <br />ALTERNATIVES AND ANALYSIS <br />As communicated by County staff to the developer on May 11, 1995, <br />the right-of-way needs can be reduced as follows: <br />US 1 18' x 237 = 4,266 SF <br />17th St 16' x 268.19 x & = 2,146 SF <br />12 x 134.41 x ; = 806 SF <br />80, x 9 = 720 SF <br />Grand_Total - Approximately 7,938 SF <br />Since the Florida DOT has jurisdiction on US 1 right-of-way and the <br />County has jurisdiction of 17th Street, the costs for each are <br />calculated. <br />The following table lists County's cost and DOT cost for both the <br />developers requested compensation and the Public Works Department's <br />suggested compensation: <br />NOVEMBER 7, 19"5 44 <br />
