The Counties agree to support requesting state and federal funding to assist <br />in funding the cost of the Space Needs Analysis. To the extent state and <br />federal funding is not received or to the extent funding is received but a <br />funding shortfall exists, the Counties agree to fund the Space Needs Analysis <br />based on a formula in which the ratio of the number of autopsies performed <br />for each County in the previous year (A) to the number of autopsies <br />performed in the four counties in the previous year (B) is weighted by 50 <br />percent, and the ratio of the number of deaths in each county in the previous <br />year (C) to the total number of deaths in the four counties in the previous <br />year (D) is weighted by 50 percent. The formula is expressed as (A/B x 0.5) <br />+ (C/D x 0.5) = respective County's share of expenses. <br />ix. Subject to the terms of the Agreement, the Counties agree to fund the Space <br />Needs Analysis (to the extent funding is required from the Counties), the <br />Preliminary and Final Construction Plans and Technical Specifications, and the <br />construction of the New Improvements based on the County share <br />calculation formula set out above for 2021 as follows: <br />St. Lucie <br />46.11% <br />Indian River <br />24.36% <br />Martin <br />22.42% <br />Okeechobee <br />7.11% <br />x. St. Lucie shall invoice the other Counties for the cost of the approved Space <br />Needs Analysis, the Preliminary and Final Construction Plans and Technical <br />Specifications, and the construction of the New Improvements based on the <br />County share calculation formula set out above. The other Counties shall <br />pay St. Lucie per the Local Government Prompt Payment Act. <br />xi. The County Administrator of each County, or his or her designee, shall be <br />the point of contact for matters related to the New Improvements <br />Construction Budget, as defined herein, and for change orders requiring <br />Non -Trustees Parties' approval. <br />b. Phase 1 Space Needs Analysis <br />i. Upon completion of the Architect selection process, the top -selected <br />Architect shall submit a scope of services and cost proposal to St. Lucie for <br />the Space Need Analysis and cost estimates ("Analysis").
