Board of County Commissioners Meeting Minutes - Final October 18, 2022 <br />Aye: 5 - Chairman O'Bryan, Vice Chairman Earman, Commissioner Adams, <br />Commissioner Flescher, and Commissioner Moss <br />12.A.2. 22-0872 Redevelopment of Gifford Gardens <br />Recommended Action: Staff recommends that the Board of County Commissioners review the proposal <br />from Habitat for Humanity to redevelop the Gifford Gardens site with affordable <br />single-family homes and award the project to Habitat for Humanity. <br />Attachments: Staff Report <br />Habitat for Humanity Redevelopment Proposal <br />John Stoll, Chief of Long Range Planning, gave a brief timeline on the <br />redevelopment of Gifford Gardens. He noted in April 2022, the Board voted <br />against awarding the proposal to East to West Development based on the cost of <br />the proposed houses. On August 16, 2022, the Board authorized staff to move <br />forward with a revised RFP. He stated a bid was received from Habitat for <br />Humanity to construct fourteen (14) single-family homes with an all-inclusive sales <br />price of $206,449.00. On October 3, 2022, the selection committee reviewed <br />the proposal and recommended the Board approve the project and award it to <br />Habitat for Humanity. <br />A discussion ensued between Chairman Peter O'Bryan and staff regarding <br />financing options for potential home buyers. He was happy that Habitat for <br />Humanity stepped forward and was hopeful it would be a successful project. <br />A motion was made by Commissioner Flescher, seconded by Commissioner <br />Adams, to approve staffs recommendation. General Services <br />12.C.1. 22-0884 Permission to Advertise Amending Indian River Code Chapter 205. - Parks and <br />Recreation <br />Recommended Action: Staff recommends the Board approve advertisement of the amendment to the <br />IRC Code to prohibit smoking and vaping (excluding unfiltered cigars) in public <br />parks and beaches.
