BOOK -343 <br />The environmental planning staff has inspected the site and <br />verified that the site is covered with Brazilian Peppers and <br />that no native upland plant community exists. Therefore, no <br />set-aside requirement applies to this project. <br />The environmental planning staff inspection also revealed that <br />there are no wetlands on the site; therefore, wetland <br />permitting is not an.issue for this project. <br />16. Surrounding'Zoning and Land Use: <br />North: Village Walk, Waverly Place/RM-10 <br />South: Citrus Woods/RM-10 <br />East: Vacant, Indian River Boulevard/RS-1 <br />West: Day care, single family home, vacant/RM-10, CG <br />17. Landscaping & Buffering: The landscape plan meets the <br />requirements of Chapter 926, including a 25' setback from all <br />project property lines. <br />To the north of the property is Village Walk and Waverly <br />Place, two multi -family projects which are approved at <br />densities of 8.7 units per acre and 11.87 units per acre, <br />respectively. Because Kyle's Run is proposed at a higher <br />density (12 units per acre), staff is recommending that a 6' <br />wood fence or equivalent be provided along the project's north <br />property line, along with scattered landscaping improvements <br />as shown on the submitted landscape plan (see attachment #5). <br />With such a provision, there would be a 25' setback, scattered <br />landscaping, and a 6' high fence along the site's north <br />property line between Kyle's Run and the Village Walk and <br />Waverly Place developments. <br />On the western portion of the site where Kyle's Run abuts an <br />existing day care use, it is staff's opinion that the 25' <br />setback and scattered landscaping are adequate and that no <br />fence requirement is necessary. However, the Planning and <br />Zoning Commission directed staff to work with the applicant on <br />providing additional landscaping in this area. Staff has been <br />working with the applicant to provide additional landscaping <br />in this area. Based on these .efforts, the applicant has <br />revised the site plan to add landscaping along the western <br />portion of the site. This landscaping will break-up but not <br />totally block the view between the properties. <br />RECOMMENDATION: <br />Based on the analysis, staff recommends that the Board of County <br />Commissioners grant conceptual PD plan special exception use <br />approval with the following conditions: <br />1. Prior to issuance of an LDP (land development permit) or LDP <br />waiver, the applicant shall obtain approval from public works <br />and emergency management for the final design of the emergency <br />access improvement to 6th Avenue. <br />2. Prior to or via the final plat, 25' of property along the <br />site's eastern border shall be dedicated for Indian River <br />Boulevard right-of-way. Said dedication shall be compensated <br />by a density credit reflected in the PD plan. <br />3.
