F_ <br />BOOK 97 F,10E529 <br />Assistance (SLA) agreement, formerly known as the Emergency <br />Management Assistance (EMA) Agreement. These funds are federal <br />monies that pass through the Florida Department of Community <br />Affairs to Indian River County. However, since Congress has not <br />passed a budget for fiscal year 1995-96, our initial allocation is <br />$8,065.25 with a modification expected that will increase the total <br />amount to nearly $33,000, the amount normally received. <br />The County has successfully participated in the EMA grant program <br />for several years, and while this year's proposal is unique with <br />regards to the unknown funding, the purpose of the grant is to <br />improve the disaster preparedness abilities of the Department- of <br />Emergency Services. Even with the delay in an approved federal <br />budget, we remain eligible and anticipate receiving all proposed <br />funding allowable within the agreement on an annualized basis in <br />the current fiscal year. The grant funds are planned for <br />utilization as follows: <br />ACCOUNT NO. ACCOUNT DESCRIPTION AMOUNT <br />039.02 All Travel <br />039.41 Office Furniture -Equip <br />039.99 0th Chgs-Obligations <br />*The funds will be allocated to the three accounts listed above <br />similar to previous ENA agreements to be reflected -in a budget <br />amendment when the final amount is determined by passage of the <br />federal budget. <br />The SLA agreement is a matching grant allocation and funds provided <br />in the 001-208 (Emergency Management) account are adequate to meet <br />the requisite matching requirements.. The Florida Division of <br />Emergency Management suggests that the $8,065.25 initially offered <br />in the agreement representsthe first quarter reimbursement <br />allocation with the balance of the grant available after the <br />federal budget is approved. <br />ALTERNATIVES AND ANALYSIS: <br />The allocation of funds is based on monitoring reports and an on- <br />site inspection of the local Emergency Management program which is <br />conducted by the Florida Department of Community Affairs. During <br />the last program analysis and evaluation, the County Division of <br />Emergency Management received the maximum allowable score by the <br />review committee. Acceptance and approval of this agreement by the <br />Board will allow the department to continue to improve and expand <br />the current program. <br />RECOMMENDATION: <br />Staff recommends approval of the F'Y-95/96 State and Local <br />Assistance Agreement and the revenue utilization as noted above. <br />Staff also requests the Board authorize the Chairman to execute the <br />appropriate documents to secure the initial funding allocation of <br />$8,065.25. <br />MARCH 12, 1996 <br />17 1 <br />38 <br />I <br />
