a <br />changed and the property is re -designated for more dense <br />residential development. <br />Clustering can be accomplished in different ways. One approvable <br />concept clusters the lots in a more standard subdivision layout of <br />1 acre or smaller lots and creates 1 large tract which could be <br />separately owned and limited to open space uses (agricultural or <br />preservation) until such time as the land may be re -designated. <br />Another approvable clustering concept creates 11f5 acre" tracts, <br />each with a designated buildable lot area (homesite). Such tracts <br />can be laid out so as to cluster the buildable lot areas in close <br />proximity to one another or in close proximity to a land feature or <br />roadway. Under such a design, each 5 acre tract could be <br />individually owned. This concept has been used in the design of <br />the proposed Lateral A Subdivision and was also used in the Trails <br />End project approved several months ago. <br />*PD Project Process <br />As a PD project, the process involved in review and approval of <br />this proposal is as follows: <br />Approval Needed Reviewing Body <br />1. Conceptual Plan/Special Exception PZC & BCC <br />2. Preliminary PD PZC <br />3. Land Development Permits or Waiver Staff <br />4. Final PD (plat) BCC <br />The applicant is now requesting approval of the first two steps. <br />If approved by the Board of County Commissioners, the applicant <br />will need to obtain a land development permit or LDP waiver for <br />required PD improvements. <br />*Planning and Zoning Commission Recommendation <br />At its meeting of April 25, 1996, the Planning and Zoning <br />Commission recommended unanimously (4-Q) to approve the preliminary <br />PD plan subject to Board of County Commissioners approval of the <br />special exception use request, and recommended that the Board <br />approve the special exception use request with the conditions <br />outlined at the end of this report. <br />*Board of County Commissioners Consideration <br />The Board is now to consider the application and approve, approve <br />with conditions, or deny the special exception use request. If the <br />request is approved by the Board, the preliminary PD plan approval <br />conditionally granted by the Planning and Zoning Commission at its <br />April 25th meeting will automatically become effective. Please see <br />the attached draft minutes. <br />ANALYSIS: <br />1. Size of PD Area: 19.09 net acres (including access easement) <br />2. Zoning Classification: A-1, Agricultural (up to 1 unit per 5 <br />acres) <br />3.
