BOOK 98 PAU 200 <br />RECOMMENDATION: <br />Based on the above analysis, staff recommends that the Board of <br />County Commissioners grant PD special exception use approval, with <br />the following conditions: <br />1.. That prior to or via the final plat, the applicants shall <br />dedicate 10' of right =of -way for 66th Avenue to complete the <br />local road right-of-way width of 601. <br />2. That prior to the issuance of a land development permit or <br />permit waiver, the applicants shall obtain a Type "B" <br />stormwater management permit from the Public Works Department. <br />3. That prior to issuance of a land development permit or permit <br />waiver, the applicant shall either design a double frontage <br />buffer or commit to final plat dedication language that will <br />allow the adjacent property owner to use the subdivision <br />roadway for future development. <br />Planning Director Stan Boling presented staff's recommendation <br />for approval subject to the 3 conditions set out in the report and <br />an additional condition regarding the Caribbean fruit fly: The <br />condition is similar to what was done in the Trail's End <br />Subdivision, which was the last Agricultural Planned Development <br />that came in. It would be a condition of special exception <br />approval and County Code Enforcement would be involved if there are <br />problems in the future. In addition, the developer has proposed to <br />have a restriction of the prohibition of these plants on this tract <br />placed on the public records. <br />Condition 14 -- Prohibit 5 host plants to Caribbean fruit fly: <br />1) Cattleya guava (Psidium cattleianum) <br />2) Common guava (Psidium guajava) <br />3) Loquat (Eriobotrya japonica) <br />4) Rose apple (Syzygium jambos) <br />5) Surinam cherry (Eugenia uniflora) <br />Chairman Adams opened the Public Hearing and asked if anyone <br />wished to speak on this matter. There being none, she closed the <br />Public Hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously (4-0, <br />Commissioner Bird having filed a conflict of <br />interest) granted PD special exception use approval, <br />subject to the 4 conditions outlined by Director <br />Boling. <br />29 <br />MAY 289 1996 - - <br />
