6. Traffic Circulation: No new driveway improvements are <br />required to accommodate the proposed child care operation, and <br />none are proposed. Site access and on-site traffic <br />circulation have been approved by the County Traffic Engineer. <br />7. Off -Street Parking: <br />Required for.child care use: 6 paved parking spaces <br />Provided for child care use: 6 paved parking spaces <br />The overall site has 56 parking spaces. Forty spaces are <br />required for the church and 6 spaces are required for the <br />child care use. Therefore, the total site parking exceeds the <br />minimum required number of spaces by 10. <br />8. Stormwater Management: The stormwater management plan has <br />been approved by the Public Works Department. <br />9. Landscaping Plan: The landscaping plan is in accordance with <br />Chapter 926 and 971 of the land development regulations. <br />Special buffering (Type "C" buffers) exists on site for the <br />existing facilities. The proposed play area will be buffered <br />by a 6' opaque screening feature on its south side where the <br />play area is closer than 150' to an adjacent residential area. <br />10. Utilities: County water and wastewater are available to the <br />site. Connection to county water service is mandatory at this <br />time. Due to the low demand of the site, connection to county <br />wastewater service is not required. The county Utilities <br />Services and the county Environmental Health Unit (HRS) have <br />no objections to approval of the proposed site plan. <br />11. Environmental Issues: 'Environmental planning staff .have no <br />objection to the approval of the child care use and its <br />associated outdoor play area. <br />12. County Environmental Health Service Unit (HRS): Churches may <br />opt to be exempted from HRS child care licensing pursuant to <br />the provisions of Florida Statute 402.316. In order to <br />qualify for the exemption, the church must either be a member <br />of or accredited by an organization recognized by the HRS, and <br />must be issued a certificate of compliance by the <br />organization. Community Baptist Church has chosen to be <br />exempt from HRS licensing. Therefore, the applicant must <br />document to planning staff that a certificate to operate a <br />child care operation has been issued by an HRS -recognized <br />organization. The Environmental Health Services Unit has no <br />objection to special exception use approval of the proposed <br />child care operation. <br />13. Special Land Use Criteria: The application must satisfy the <br />following .specific land use criteria which apply to a child <br />day care facility proposed in the RS -3 zoning district: <br />a. The site shall be located on a paved road with sufficient <br />width to accommodate pedestrian and vehicular traffic <br />generated by the use. The facility shall be located near <br />thoroughfares, as designated in the county's major <br />thoroughfare plan, so as to discourage traffic along <br />residential streets in the immediate area. <br />Note: Satisfied by site location on Roseland Road, which <br />is a Thoroughfare Plan road. <br />b. Special passenger loading and unloading facilities shall <br />be provided on the same site for vehicles to pick up and <br />deliver clientele.
