CONSENT <br />INDIAN RIVER COUNTY <br />OFFICE OF MANAGEMENT AND BUDGET <br />PURCHASING DIVISION <br />DATE: June 1, 2023 <br />TO: Board of County Commissioners <br />THROUGH: John Titkanich, Jr., County Administrator <br />Kristin Daniels, Budget Director <br />PREPARED BY: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Award of Annual Bid for Street Sweeping Services (Bid 2023039) <br />BACKGROUND: <br />The Road and Bridge Division ("Division") requested the solicitation of annual bids to establish firm <br />fixed pricing for the sweeping of approximately 363 lane miles of streets, with 40 miles swept <br />twice a month, 24 miles swept monthly and 155 miles swept bi-monthly. The work also includes <br />special events and parking lot sweeping. The term of award is one year, with two additional one- <br />year renewals available. <br />USA Services of Florida, LLC ("USA Services") was awarded bid 2022037 for these services on April <br />19, 2022, however the vendor was not completing the services as outlined in that bid, and the <br />Division determined that award should sunset and new bids be solicited. <br />Bid 2023028, with USA Services as the sole bidder, was rejected by the Board on March 28, 2023, <br />as the Division suggested the bidder was not responsible to perform the work, based on past <br />performance.
