6.2 All billing invoices submitted to the Owner shall contain the following documentation and <br />information: <br />a. Location (Owner's work center and complete address) where work was performed <br />b. Owner -issued Purchase Order (PO) number <br />c. Name of the IS&T Division representative generating the service request <br />d. Contractor's trouble ticket number or T&M work sheet identification number <br />e. Description of T&M work activity actually performed or a description of trouble clearance. A List of <br />all material used to complete the work request or trouble AND a copy of receipt(s) from <br />Contractor's supply source depicting actual cost of material provided to complete the work <br />request. <br />f. Job start date, end date and time <br />g. Test results completed after installation as specified in Specifications, Section 7.2.5 <br />h. The IS&T Division is required to validate the accuracy of all billing invoices before payment <br />authorization can be made; therefore, billing invoices received which do not contain the required <br />information will result in a delay in payment. Invoices which cannot be validated by the Owner <br />shall not be paid. <br />7.0 PROJECT SPECIFICATION - TECHNICAL <br />7.1 This "overall" project, with its individual work requests, shall consist of, but is not limited to, the <br />procurement, delivery, installation and testing, of fiber optic cables, fiber optic cable terminations <br />and terminating equipment and hardware, etc. <br />7.2 TESTING REQUIREMENTS <br />7.2.1 The Contractor shall be required to perform tests on all fiber installed, to ensure <br />operational and technical conformity. Dispersion, splice loss, and optical time domain tests <br />shall be performed on all fiber optic cable installed. <br />7.2.2 Dispersion, splice loss, and optical time domain tests, shall be performed on all fiber optic <br />cable installed. <br />7.2.3 Each reel of fiber optic cable provided by the Contractor shall be accompanied by the <br />manufacturer's test data showing the conformance to the requirements described herein. <br />The manufacturer's test data shall identify each fiber in each cable and list its factory <br />tested attenuation in decibels per kilometer. This attenuation shall meet as a minimum, <br />the attenuation requirements set forth in Table — Fiber Optic Cable Specifications (Section <br />7.5.2) included in this document. <br />Ensure that each finished and installed fiber optic cable segment shall be traceable to the <br />test date on file for each step in its manufacturing process. The Contractor shall provide <br />the County five (5) calendar days advance notice of the date the cable will be ready for <br />final testing so that County staff may be present at the tests if staff elects. <br />7.2.4 The Contractor shall test the fiber optic cable at the site storage area prior to installation. <br />Test each optical fiber in the cable from one end and one wavelength with an OTDR <br />compatible with wavelength and fiber type. Check for continuity, kinks, anomalies, and <br />appropriate attenuation. Record each measurement with color, location and type of fiber <br />measured. if the tested loss per kilometer exceeds the loss from the manufacturers test <br />data, the County will reject the cable. An electronic and hard copy shall be provided to <br />IS&T prior to the fiber optic cable being installed. <br />7.2.5 After installation (splicing and termination) is complete, and if specified, the Contractor <br />shall test the optical fiber in the cable again for the loss characteristics. Perform a uni- <br />directional test on all terminated fibers using the Optical Time Domain Reflectometer <br />(OTDR). Single mode fiber that is a distance of five (5) miles or less shall be shot at a <br />1310nm wavelength. Single mode fiber that is greater than five (5) miles shall be shot at a <br />1550nm wavelength. Multi -mode fiber shall be tested at an 850nm wave length. Results <br />of these tests shall be provided to IS&T in both a hard copy and electronic format for <br />22 <br />
