Commissioner Macht emphasized that having a local person to <br />deal with would be a big issue with him. He felt he did not <br />understand what is going on here at all and could not seem to find <br />out if the bottom line is the same to the County. He asked whether <br />there were any relationship between Siver Insurance and the Blue <br />Cross agency. <br />County Administrator Chandler explained that Siver is strictly <br />an analyst and not in the insurance business. <br />Mr. McBurney stated that Siver has no relationship with Blue <br />Cross or any other provider. <br />Commissioner Macht specified that he would like to see this <br />item come back with columns of figures in explanation of these <br />bids. <br />County Administrator Chandler felt that the County must be <br />very careful in this matter. The County sent an RFP and got some <br />specific quotes. He was not sure exactly what the McCall Agency is <br />proposing. <br />Commissioner Macht felt that the burden is on Blue Cross <br />because they evidently stopped the bidding process that the County <br />invited. <br />County Administrator Chandler stated that Blue Cross Blue <br />Shield used their normal parameters in terms of arriving -at the <br />proposal they submitted to the County. <br />Mr. Sanna explained that the bid is the same, the only <br />differences are in the administrative fees and the reinsurance <br />package. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Macht, that the Board table this matter <br />for 2 weeks in order for staff to bring back the <br />exact proposals from the McCall and O'Neil, Lee and <br />West Insurance Agencies. <br />Mr. McBurney commented that the most sizeable portion of the <br />cost is the stop loss insurance that is being proposed with John <br />Alden Life Insurance. <br />County Administrator Chandler suggested that the matter be <br />brought back in 2 weeks inasmuch as Thursday is the July 4th <br />holiday. <br />Mr. Branham felt that the numbers he received from John Alden <br />will lower the County's risk and that the numbers would not be the <br />same for a different agent. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />motion passed unanimously. <br />JULY 29 1996 29 BOOK 98 mu, 482 <br />
