Thompson, P.E. <br />�y�� <br />Capital Projects Manage3l <br />SUBJECT: Indian River Farms Water Control District <br />Professional Expenses <br />58th Avenue Improvements <br />DATE: July 1, 1996 <br />DESCRIPTION ,AND CONDITIONS <br />The Indian River Farms Water Control District (IRFWCD) has adopted <br />a policy to bill professional and administrative expenses to cover <br />the District's in-house and overhead permitting costs that are over <br />and above permit fees. <br />At the County's request, the IRFWCD has provided the County with <br />copies of their contracts and fee schedules for Engineering and <br />Legal Services. (see attachment) <br />The attached invoices are for expenses incurred by the District for <br />Improvements on 58th Avenue from Oslo Road to north of 26th Street. . <br />The first invoice in the amount of $4,613.75 is for expenses from <br />June 22, 1995 through March 25 1996. The second invoice in the <br />amount of $47.50 is from April 1 1996 to April 30, 1996. The <br />District intends to continue Lillin for professional and <br />administrative expenses for 58th Avenue �rovements on a monthly <br />basis. <br />REQMNENDATIONS AND FUNDING <br />Staff recommends that the Board approve payment of the attached <br />invoices totaling $4,661.25. Staff also recommends that the Board <br />authorize payment of all future invoices from IRFWCD for 58th <br />Avenue Improvements. <br />Funding is from Account 101-158-541-067.30. <br />Commissioner Macht observed that, although a small matter, <br />this is an example of a tax -funded government entity shifting costs <br />(ultimately paid by the taxpayer) which does not demonstrate an <br />accountable representation to the taxpayer. <br />Commissioner Bird understood Commissioner Macht's point, but <br />thought, in this instance, that the charges were incurred because <br />of the County's project and need for IRFWCD's cooperation. <br />Commissioner Tippin described the project as unusual in size <br />and complexity and suggested preplanning with IRFWCD if the County <br />does a similar project in the future. <br />ON MOTION by Commissioner Tippin, SECONDED by <br />Commissioner Macht, the Board unanimously approved <br />payment in the amount of $4,661.25 to Indian River <br />Farms Water Control District (IRFWCD) and authorized <br />payment of all future invoices from IRFWCD for the <br />58th Avenue improvements, as recommended in the <br />memorandum. <br />Boa 98 J� <br />27 <br />July 99 1996 <br />L_ <br />
