Thompson, P.E. �y�� Capital Projects Manage3l SUBJECT: Indian River Farms Water Control District Professional Expenses 58th Avenue Improvements DATE: July 1, 1996 DESCRIPTION ,AND CONDITIONS The Indian River Farms Water Control District (IRFWCD) has adopted a policy to bill professional and administrative expenses to cover the District's in-house and overhead permitting costs that are over and above permit fees. At the County's request, the IRFWCD has provided the County with copies of their contracts and fee schedules for Engineering and Legal Services. (see attachment) The attached invoices are for expenses incurred by the District for Improvements on 58th Avenue from Oslo Road to north of 26th Street. . The first invoice in the amount of $4,613.75 is for expenses from June 22, 1995 through March 25 1996. The second invoice in the amount of $47.50 is from April 1 1996 to April 30, 1996. The District intends to continue Lillin for professional and administrative expenses for 58th Avenue �rovements on a monthly basis. REQMNENDATIONS AND FUNDING Staff recommends that the Board approve payment of the attached invoices totaling $4,661.25. Staff also recommends that the Board authorize payment of all future invoices from IRFWCD for 58th Avenue Improvements. Funding is from Account 101-158-541-067.30. Commissioner Macht observed that, although a small matter, this is an example of a tax -funded government entity shifting costs (ultimately paid by the taxpayer) which does not demonstrate an accountable representation to the taxpayer. Commissioner Bird understood Commissioner Macht's point, but thought, in this instance, that the charges were incurred because of the County's project and need for IRFWCD's cooperation. Commissioner Tippin described the project as unusual in size and complexity and suggested preplanning with IRFWCD if the County does a similar project in the future. ON MOTION by Commissioner Tippin, SECONDED by Commissioner Macht, the Board unanimously approved payment in the amount of $4,661.25 to Indian River Farms Water Control District (IRFWCD) and authorized payment of all future invoices from IRFWCD for the 58th Avenue improvements, as recommended in the memorandum.
