ATTACHMENT <br />SCOPE OF WORK <br />Task 1000 - ENGINEERING SERVICES FOR MEMBRANE PROCESS <br />OPTIMIZATION/SYSTEM IMPROVEMENTS/HURRICANE <br />ENHANCEMENT — SOUTH COUNTY WATER TREATMENT PLANT <br />Membrane Process Optimization <br />Indian River County currently operates two (2) water treatment plants. The North County plant <br />has been in operation for about a year and a half using nanofiltration (low pressure) membranes. <br />The South County plant operates using higher pressure membranes. Operation under higher <br />pressures require additional pumping and results in increased power consumption. The <br />membrane systems at the South County plant were modified five years ago to utilize such <br />savings. Recent technology and new membrane systems have emerged since the modifications <br />and may be advantageous to the County to further reduce operation costs. <br />This authorization would assist the County in determining if membrane replacement would be of <br />benefit at the South County plant at this time and would consist of the following: <br />1. Review historical normalized performance, water production, and operation data provided by <br />the County for the last three (3) years. <br />2. Recommend modifications or improvements to operation and maintenance procedures or <br />plant equipment. <br />3. Conduct membrane performance testing. <br />4. Analyze operation and maintenance costs of existing membranes versus new membranes. <br />5. Determine estimated pay back with new membranes using present worth analysis. <br />6. Estimate any capital costs associated with piping modifications, upgrades, etc. <br />System Improvements/Hurricane Enhancements <br />County staff has identified various system improvements and/or hurricane enhancements to be <br />implemented at the South County Water Treatment Plant. Staff has asked CDM to assist in <br />determining costs associated with each improvement/enhancement to facilitate budget allocation <br />for the up coming fiscal years. CDM will evaluate each proposed improvement/enhancements <br />and calculate anticipated costs of each. Improvements/enhancements identified by staff consist <br />of the following: <br />1. Install shut off valve at Well No. 1. <br />2. Replacement of 30 -inch fiberglass piping entering plant from wellfield to booster pumps. <br />
