BOO 98 F'kE 872 <br />9. Stormwater Management: The stormwater management aspects of <br />the site plan have been approved by the Public Works <br />Department. <br />10. Landscape Plan: No parking improvements are proposed that <br />would require additional landscaping. However, to effectively <br />screen a portion of the existing and proposed module from SR <br />60 (about 400' - 450' north of the existing module), 4 <br />understory trees need to be added to the northeast side of the <br />existing module. Combined with an existing stand of wax <br />myrtles on the site, the new plantings will provide effective <br />screening that will meet the Type C requirements for schools <br />referred to in item 13.A.6. of this report. <br />11. Utilities: The site is currently serviced by county potable <br />water and wastewater systems. The county utility services <br />department and the environmental health department have no <br />objection to approval of the site plan and use requests. <br />12. Environmental Issues: No environmentally sensitive lands or <br />native upland areas will be disturbed or altered with this <br />proposal. Therefore, no special environmental requirements <br />apply. <br />13. Specific Land Use Criteria: The application must satisfy the <br />following specific land use criteria for the proposed area of <br />expansion of the primary school: <br />A. Special Exception Use Criteria for an Educational Center: <br />1. Sites for secondary schools shall be located near <br />thoroughfares so as to discourage traffic along <br />local residential streets in residential <br />subdivisions. Elementary schools should be <br />discouraged from locating adjacent to major <br />arterial roadways; <br />Note: The elementary school use on the site was <br />previously approved by the Board of County <br />Commissioners and is set back from SR 60 by a <br />distance of over 400'. <br />2. For the type of facility proposed, the minimum <br />spatial requirements for the site shall be similar <br />to standards utilized by the Indian River County <br />school board and the State of Florida; <br />Note: HRS has approved the proposal, and the <br />proposal is consistent with spatial and open space <br />guidelines used by the school board. <br />3. No main or accessory building shall be located <br />within one hundred (100) feet of any property line <br />not adjacent to a street or roadway. No main or <br />accessory building shall be located within fifty <br />(50) feet of any property line abutting a "local <br />road right-of-way that serves a single-family area; <br />Note: The proposed module and all other building <br />areas are located more than 377' from the closest <br />property line. <br />4. The applicant shall submit a description of <br />anticipated service area and projected enrollment, <br />53 <br />AUGUST 20, 1996 <br />
