40 <br />40 <br />40 <br />2,3.4 Department of Environmental Regulation <br />a. Act as the technical advisory agent in identifying, <br />containing and removing hazardous materials <br />threatening, or affecting, water or air quality, as <br />authorized by Florida Statutes. <br />b. Locate sites and establish acceptable procedures for <br />the disposal of hazardous materials. <br />C. Act as the primary operational agency in the <br />containment and cleanup of inland hazardous <br />materials spills. <br />d. Act as the sole authority on the use of chemical <br />dispersant(s) in combating a hazardous materials <br />incident. <br />e. Provide a coordinator, to serve as chairman of the <br />HMTF, when an incident requires a multi -agency <br />response, and the agency is designated as the <br />primary operational agency. <br />2.3.5 Department of Natural Resources <br />a. When pollutants, as defined in Section 376.031 (7), <br />Florida Statutes, are determined to be discharged into <br />navigable waters within the geographic responsibility <br />of the United States Coast Guard, the State response <br />shall be as provided in the Florida Coastal Pollutant <br />Spill Plan, as approved by the Governor and Cabinet, <br />pursuant to Sections 376.05 and 376.07, Florida <br />Statutes. <br />b. Provide manpower and logistical support from any <br />state park, or recreational area, that is directly <br />affected by a hazardous material incident. <br />C.
